Campaign Cash Continues Culture of Corruption in PG

UPPER MARLBORO, MD. Prince George’s County politics and corruption have long been joined together by zoning and land use control, a fusion cemented by money and guided by tradition. As the suburban Washington, D.C. county shifted in demographics over the last four decades, the parade of guilty elected officials on the way to prison shifted from Irish and Italian politicos like Jesse Baggett, Anthony Cicoria, and Leonard Blondes to Black politician Jack Johnson and Latino Prince George’s County Councilman William Alberto Campos-Escobar .
They all have had several things in common; a command of ward-style politics, an unconditional love of easy money, boundless greed and being hunted by relentless federal prosecutors.
While PG County isn’t the sole repository of Maryland’s political corruption – Baltimore County’s most famous crooked politician was Vice President Spiro T. Agnew, and a recent Baltimore Mayor was convicted of stealing Christmas funds earmarked for children – PG has shown it can compete with the best crooks of other regions that the Free State has to offer when it comes to payoffs from developers.
The Maryland General Assembly enacted, in the early nineties, a law banning donations from developers to campaigns of politicians, following a series of political corruption scandals. Very quickly the political operatives of then Prince Georges County Executive Parris Glendening challenged the law in court resulting in the new clean politics legislation being dumped. A replacement law allowed slates to receive money.
A recent Supreme Court decision has shaken the issue even more and allowed almost unlimited cash to pour into the political campaign accounts of office seekers and office holders across the Free State – which is hardly without cost or consequence. The donors all expect something for their money. The politicians satisfy those expectations – in the form of public policy.
Jack Johnson became Prince George’s County States Attorney, serving two terms, and then moved on to become the county executive. The opportunities to make bread and butter that bread with the smooth money of the developer/consultant/legal community was too good for Johnson to resist.

As Jack Johnson was being nabbed by the FBI with the spectacle of his wife, incoming Prince George’s County Councilmember Leslie Johnson stuffing cash in her bra and checks in her toilet as the G-Men banged down the front door – it seemed to many that, finally, a new generation of elected officials would find public service to be rewarding, without lifestyles funded by bribes.
With that new generation, has been the arrival of Prince George’s County States Attorney Angela Alsobrooks to a crossroads in 2018 of either running for re-election or opting to file for election to be the first female to hold the office of county executive. In preparation for that decision, she has been building up her campaign war chest.
An examination of the recent filings with the Maryland Election Board shows that Alsobrooks has learned well from her predecessors and has been pumping the wells of the engineers, developers, real estate management, and land use connected legal industries in Prince George’s and beyond. In drilling down for campaign cash, it appears that Alsobrooks has left no developer connected wallet left unopened, no credit card un-swiped and no check uncashed.
According to the latest written statements by the Maryland Election Board in regards to campaign donation limits, it appears that at least a half-dozen campaign contributions reported by Alsobrooks violated prior election laws by exceeding the limits that were in place prior to 2014. Changes now allow higher amounts. A federal PAC is treated like a person under Maryland law. The contribution limits are $6,000 per campaign finance entity and $24,000 aggregate for the election cycle.

how much individuals, organizations and political parties may contribute to campaigns.
In addition to direct campaign contributions, campaign finance laws also apply to third-party organizations and nonprofit organizations that seek to influence elections through independent expenditures or issue advocacy.
Individuals, corporations, and unions can contribute no more than $6,000 to candidates for office, and they can make unlimited contributions to ballot measure campaigns.
There are a few of Alsobrooks’ reported donations that also give the telltale hint of possibly avoiding legal limits by funneling donations to business associates and family members, in the same way, that St. John’s Properties owner, Edward St. John, did and causing him to be convicted of campaign finance violations and fined after an investigation by the Maryland State Prosecutor.
Alsobrooks has accepted campaign donations from three convicted felons, just in case anyone in Maryland gives a hoot about such appearances.
Two of those convicted felons also rank at the top of Maryland lobbyists, Gerry Evans and Bruce Bereano, both of whom served time and paid fines after being convicted.
The third, former Maryland State Senator Tommie Broadwater just barely made it onto the rolls of campaign contributors to Alsobrooks growing campaign coffers. Broadwater’s on the record contribution is twenty-five dollars.
As ticket sales for various events are lumped together, Broadwater’s ability at moving voters to the polls and to fundraising events may well have resulted in far more funds for the ambitious prosecutor. Broadwater was convicted of federal food stamp fraud involving $70,000, lost his Senate seat, and went to jail for a spell. That record did nothing to deter the top names of the Democratic Party from being photographed with him as they sought his support in his vote-rich stronghold of Prince Georges close to the District line.
In fact, there are likely few who would view Broadwater’s donation to Alsobrooks as anything other simply one more show of support from a talented and hard-working citizen who has clawed his way to the top of the heap from mopping floors to owning a mansion in Upper Marlboro on a farm which was once the site of a plantation that was worked by slaves.
True too, for the elite of the Washington-Baltimore area’s development, real estate, financial and legal world. They are all there on Angie Alsobrook’s List – the Alsobrooks Political Improvement Fund.
There are many small donors on the list, citizens who fervently desire to see a black woman bust through the glass ceiling and hold the same job as men have in past years in PG County. After all, how can a woman do any worse than the men who have held the post? Alsobrooks could likely do much better.
However, it is the big payments, or perhaps Alsobrooks might prefer the term “contributions” to this ‘Angie’s List’, that clearly show that the developer/legal crowd expect far more than for their money than well-stocked public libraries, puppet shows and face painting in community centers and just maybe a better graduation rate in the public schools.
The developer/legal community is intelligent, focused, and highly trained in their skills at conjuring development proposals, achieving the accomplishment of the engineering details needed to pass muster and applying the grease of money to make it all work. Campaign contributions recorded and reported are the official money that everyone sees.
The real money that changes hands is never seen until the bucks hit the fan and someone goes to jail.

One should never forget that the first act in the morality play that landed the late Governor Marvin Mandel in a federal prison on a racketeering conviction for over a year and a half began with the racetrack located in Upper Marlboro – just a short few blocks from Alsobrook’s office.
Mandel’s conviction was later overturned on appeal and he was returned to the office of Governor for the last three days of his term and then resumed the practice of law. The days that spanned the first allegations of corruption to Mandel once again representing well-heeled clients in complicated land-use matters provided great insight into the political corruption, as well as entertainment, in Maryland.
There are two official Maryland’s.
The one of robust economic development providing jobs that is hawked by the current Governor Larry Hogan and the other of an underworld of political payoffs that keep investigators and prosecutors fully employed. These are the dark holes of pay for play that the FBI ferrets out and reveals in federal indictments laid out by the U. S. Attorney.
Many Marylanders have attended political functions at the Newton Manor in Prince George’s County sponsored by Broadwater, U. S. Rep. Steny Hoyer, and others. The standard ticket price is $25. For that ticket price, the attendee would get a great meal, lots of good music and a chance to meet and greet those holding office from across the State. When developers and law firms spend thousands of dollars on a political campaign contribution, they usually don’t have to ask, “where’s the beef?” They know what to expect.

From The Baltimore Sun: Gov. Larry Hogan on Tuesday appointed three people to the Prince George’s County District Court, including a lawyer who is the son of a prominent and controversial Annapolis lobbyist.
Bryon Bereano is a widely-respected attorney for the Prince George’s County Office of Law and was vetted by the state’s non-partisan judicial nominating commission. He is also son to Bruce Bereano, the second-highest paid lobbyist in Annapolis and an ally of Hogan. (Former Delegate) Maloney has also filed petitions to overturn the elder Bereano’s felony conviction for mail fraud in the 1990s. The case, which cost Bruce Bereano his law license, involved charging clients for what ultimately became political donations funneled through a political action committee.

MARYLAND STATE BOARD OF ELECTIONS

Contribution Limits
The State Board of Elections issues this guidance for publication and inclusion as a
section in the Summary Guide reaffirming its legal understanding of the contribution
limits by a person in an election cycle.
A person may not make a contribution in excess of $4,000 to a political committee during
the election cycle. See Election Law Article §13-226(b). However, recent litigation has
questioned the application and enforcement of the aggregate contribution limits by a
person in an election cycle. The Supreme Court recently held in McCutcheon v. Federal
Election Commission that aggregate contribution limits are invalid under the First
Amendment. The Office of Attorney General has advised that based on the
pronouncement in the McCutcheon decision, the aggregate contribution limit in Election
Law Article § 13-226(b)(2) is unconstitutional and may not be enforced. Therefore, a
person may make an unlimited aggregate amount of total contributions, but not in excess
of $4,000 to any one political committee.1
Anti-circumvention restrictions are still enforceable for contributions. The $4,000
contribution limit applies to all campaign finance entities formed to support and
authorized by the candidate. For example, a person may make a $4,000 contribution to
Candidate X and still be prohibited from making any contributions to any slates of which
Candidate X is a member unless the contribution is expressly earmarked for use by the
other candidates on the slates. The reason is that the slate contribution would be partially
attributed to Candidate X, and thus total contributions would exceed the $4,000 limit to
Candidate X. See Election Law Article §13-226(d).
Additionally, a contributor may not use political action committees to circumvent the
contribution limits or to conceal the true intended recipient of the contribution. See
Election Law Article §13-229.
The Assistant Attorney General assigned to the State Board of Elections has reviewed
and approved this guidance.
