Robert Francis Palmer, 44 of the 5600-block of Fooks Avenue Federalsburg, Dorchester County Maryland is being charged with theft 10,000 to $100,000, theft Scheme 10,000 to $100,000, and burglary 4th degree. Palmer was arrested at his residence without incident and taken before a District Court Commissioner for an initial court appearance.

The investigation in this case started in February 2011 when the Maryland Department of Natural Resources found tens of thousands of pounds of striped bass snagged in illegal, anchored nets before the season officially reopened.

The conspirators were seen on the water in the vicinity of the illegal nets. The subsequent investigation unveiled a wider criminal enterprise to which Hayden and Lednum pleaded guilty on Aug. 1, 2014. Co-defendant Kent Conley Sadler, 31, also of Tilghman Island, previously pleaded guilty to his participation in the conspiracy and is scheduled to be sentenced on Oct. 21, 2014. Hayden and Lednum face a maximum sentence of five years in prison and a $250,000 fine.

The defendants have agreed to pay restitution to the state of Maryland of between $498,293 and $929,625. The defendants have further agreed to forfeit the monetary equivalent of 80 percent of the value of the vessel primarily used during the conspiracy.

EASTON, MD. — In Talbot County District Court on Jan. 15, 2015, Herlon Vernon Lynch, 63, of Centreville, Md., entered a not guilty plea to charges that he was in possession of unculled and undersize oysters that amounted to ten percent of his catch. NRP Officer Brandon Garvey had cited Lynch on Nov. 11, 2014. He was found guilty by the Judge and fined $100. Court records show the fine was “deferred”.

DOVER, DEL. — The Dover Police Department reports that officers responded to 15 shoplifting calls between January 1st and Noon on January 8th. Of those 15 shoplifting complaints, one was unfounded, seven are still under investigation, and arrests were made/warrants obtained in 7 cases. A total of 6 adults were arrested or are wanted for shoplifting during this period. Two juveniles were also arrested/had warrants obtained during this period.

Prince Georges County Md. Police are looking for these two jewelry store thieves. They didn’t steal diamonds, but they did nab two tablets used by store employees. Police say that their investigation reveals the suspects were posing as customers. When employees were distracted, the suspects grabbed the tablets and walked from the store. This happened on December 17, 2014, at about 1:30 pm at a jewelry store on Capital Centre Boulevard in Largo. These two women are wanted for using a stolen check at a big box store in Woodbridge, Virginia. The victim’s checkbook and purse were stolen from a car at a gas station in the 12000 block of Annapolis Road in Bowie on November 14, 2014. PG Police Robbery Unit detectives are working to find and arrest these three suspects. The men robbed a pharmacy on Old Silver Hill Road in District Heights on January 10, 2015, at about 11:15 am. The investigation reveals the suspects jumped over the counter, one pulled out a gun and demanded cash and prescription medication. The employees complied. The suspects then ran away. Bart Kurtrick Mullins, (who has the word “trick” in his middle name) also has an address at 1435 Swan Street in Greensboro, North Carolina, as well as one on Housely Place in White Plains, Md. – and perhaps many more addresses, most of them fictitious – was arrested in June of 2014 for running down a West Monroe Louisiana Police officer at the scene of yet another alleged scam at a pawn shop.
