ARBUTUS, MD. — Baltimore County Police have arrested and charged local hobo Steven Vincent Allen, 56, of Benson Avenue, in the robbery of a woman in Arbutus after threatening her with a taser.

A 66-year-old woman was able to fend off a robber who threatened her with a hand-held taser device on a Friday afternoon.

Allen was identified as the suspect shortly after surveillance images of the suspect were released this morning, and he was taken into custody around 11 a.m. He is charged with Armed Robbery, Robbery, 1st and 2nd Degree Assault, Petty Theft, and other relevant charges. He is held without bail at the Baltimore County Detention Center. A 66-year-old woman was able to fend off a robber who threatened her with a hand-held taser device on a Friday afternoon.

The woman parked her car on the lot of Bank of America in the 5200 block of East Drive in Arbutus around 3:30 p.m. on April 21. As she exited her car she was approached by the suspect, who appeared to be an older white man, approximately 45-60 years of age, with long, stringy brown hair, wearing a distinctive red and black Nascar jacket and racing cap. He immediately presented a black taser, which he put near her neck, and attempted to grab her purse. Much to his surprise, instead of relinquishing her purse, the woman shoved the robber, who fell to the ground, dropping the taser. Her purse also fell to the ground, spilling the contents, including $9. The suspect picked up the cash and walked away in the direction of the Dollar General store, leaving the taser behind.

Officers canvassed the area and discovered the Nascar jacket and hat discarded nearby in a storm drainage ditch, but were unable to locate the suspect. He is believed to by a homeless resident who frequents the Arbutus area. Surveillance video revealed that the suspect walks with a distinctive shuffle-type gait.
