<h2>HEROIN: Maryland&#8217;s black plague of death from shore to shore of the Chesapeake&#8230;</h2>
<p>DENTON, MD. (September 11, 2014) – According to Caroline County States Attorney Jonathan Newell, on September 4, 2014, the <strong>Caroline County Grand Jury</strong> indicted 9 more individuals in connection with the ongoing investigation into heroin distribution in Caroline County and the surrounding area. All charges listed below are allegations only, and all persons should be presumed innocent until proven guilty beyond a reasonable doubt.</p>

<p>In addition to the ten individuals named in the prior press release in late July, the following people were indicted on July 18, 2014 and subsequently arrested: Samantha Mitchell of Denton for Possession of a large amount of heroin, Conspiracy to distribute heroin and Conspiracy to distribute oxycodone;<strong> Gary Kess of Owings Mills for Drug Kingpin, Possession of a large amount of heroin</strong> and Conspiracy to distribute heroin; <strong>Andrew White of Denton for multiple counts of theft, Possession of a large amount of heroin</strong>, Conspiracy to distribute heroin and Conspiracy to distribute suboxone; and <strong>Edward Blanch of Greensboro for Conspiracy to distribute heroin</strong>.</p>
<p>The following people were indicted on September 4, 2014 and subsequently arrested: <strong>Julie Mitchell of Denton</strong>, two counts of Maintaining a common nuisance for distribution of narcotics; <strong>James Wilmer of Denton for Conspiracy to Distribute Heroin</strong> and Conspiracy to distribute cocaine; <strong>Johnathan Allen of Henderson for Conspiracy to distribute heroin</strong>, Mark Rich of Denton for Conspiracy to distribute heroin; <strong>Melissa Dean of Greensboro for Conspiracy to distribute heroin</strong> and Conspiracy to distribute marijuana; and<strong> Bruce Drummond of Denton for Conspiracy to distribute cocaine</strong>.</p>

<p>In addition, related charges have been lodged as a detainer against <strong>Byron Drummond who is currently being held at the Queen Anne’s County Detention Center</strong>. Those charges will be unsealed once he appears in Caroline County Circuit Court.</p>
<p>The police have not released the names of four other individuals whose indictments remain unserved at this time. The investigation by the Caroline County Drug Task Force, Maryland State Police, Caroline Sheriff’s office and allied agencies continues.</p>
<p>In an unrelated matter, Richard Scott Shipley of Ridgely was indicted on September 4, 2014 for Child Sexual Abuse, Second Degree Sex Offense, Third Degree Sex Offense, two counts of reckless endangerment and 2 counts of furnishing alcohol to minors. The case was investigated by the Ridgely Police Department with the assistance of the Maryland State Police.</p>
<p>Again, all of the above named individuals should be presumed innocent until proven guilty beyond a reasonable doubt. Any citizens with information about these cases are encouraged to contact police.</p>

<h1><span style="color: #000000; font-family: Cambria; font-size: x-large;">Heroin Dealing Charged; Leonardtown High Teacher Busted for Xanax Scam and Distribution</span></h1>
<p><span style="color: #000000; font-family: Calibri; font-size: medium;">LEONARDTOWN, MD. &#8212; St. Mary’s Sheriff’s Capt. Dan Alioto, the chief of the Narco Squad, reports the arrest of <strong>Michael Leonard Semiklose,</strong> 29, of Lexington Park, was identified as a distributor of heroin. A search and seizure warrant was obtain and executed on his home. Heroin and other evidence were recovered from the home and Semiklose was arrested. Additional charges are pending a State’s Attorney’s Office review. </span></p>
<p><span style="font-size: 12pt;"><span style="color: #000000; font-family: Calibri;">In a second arrest Capt. Alioto reports that Detectives from the Vice/Narcotics Division worked with the St. Mary’s County Public School’s Department of Safety and Security after receiving information regarding possible drug activity by a teacher at Leonardtown High School. </span>Elburn is the ISI Coordinator in the Career and Technology staff of the faculty, according to the school website.</span></p>

<p><span style="color: #000000; font-family: Calibri; font-size: medium;">Included in the information received was that teacher <strong>Charles Russell Elburn Jr</strong>., 46, of Lexington Park, was allegedly using controlled dangerous substances and had distributed “Xanax”. As the investigation continued it was discovered that on April 24, 2014 Suspect Elburn Jr. reported to <strong>Deputy Matthew McCuen</strong> that his prescription “Xanax” had been stolen from his home. </span></p>
<p><span style="color: #000000; font-family: Calibri; font-size: medium;">This reported theft of prescription medication initiated an investigation and Deputy McCuen began to interview “possible suspects” who had been named by Elburn. </span></p>
<p><span style="color: #000000; font-family: Calibri; font-size: medium;">Detectives continued the investigation and were able to obtain evidence which confirmed the pills were distributed and not stolen. He was charged on Sept. 5, 2014 with “False Report” and is currently awaiting a “Preliminary Hearing” in the District Court. Additional charges are pending a review with the State’s Attorney.</span></p>
<p><span style="color: #000000; font-family: Calibri; font-size: medium;">Elburn was charged with DUI on July 27, 2010 by St. Mary’s Sheriff’s Deputy Cory Ellis on Rt. 5 and Rt. 245 in Leonardtown, Md. </span></p>
<p><span style="color: #000000; font-family: Calibri; font-size: medium;">Elburn hired noted <strong>DUI attorney Kevin J. McDevitt</strong> and as a result was able to obtain a probation before judgment in District Court in St. Mary’s County on Sept. 7, 2010 with a $242.50 fine and sixty days in jail, with all the jail time suspended, lucky for him, as school was in session.</span></p>
<p><span style="color: #000000; font-family: Calibri; font-size: medium;">Elburn had been charged with three counts of drug possession and property destruction on June 10, 1993 in Berlin, Md. According to <strong>Wicomico County District Court</strong> records, Assistant States Attorney Daniel Mumford dropped the charges on March 14, 1994.</span></p>
