a slaying of one lover by another, when a woman who should get a medal, blew a hole in her boyfriend. The murder victim had numerous charges of assault and domestic violence along with other criminal charges over the past eighteen years.
WALDORF, MD. – Two historically dangerous parts of town in Waldorf have now claimed two more lives. One on Murder Lane, known on the maps of this rising ghetto town as Ell Lane, was a crime of opportunity where police say a man standing near an apartment building was shot dead by an assailant that fled.
The second homicide in two days took place at the good old drug haven of Oak Manor – but apparently, that one was a slaying of one lover by another, when a woman who should get a medal, blew a hole in her boyfriend. The murder victim had numerous charges of assault and domestic violence along with other criminal charges over the past eighteen years.
Charles County Sheriff Troy Berry reports that on February 18, 2018, at 11:25 a.m., Emergency Medical Services (EMS) responded to 11760 Oak Manor Drive in Waldorf, Md. for a medical emergency. While treating the victim, EMS noted the victim had what appeared to be a gunshot wound to the torso. Officers responded to the scene.
The victim, identified as Tavon Purnell Matthews, 37, of Waldorf, was transported to a hospital where he subsequently died. Detectives from the Criminal Investigations Division responded to assume the investigation.
Police say that their initial investigation revealed that the victim and his girlfriend, Tiffany Jade Smith, 31, of Waldorf, were arguing when Smith shot Matthews in the torso. Smith was subsequently arrested and charged with first-degree murder, first-degree assault, and use of a handgun in the commission of a crime of violence. Detective B. Buchanan is investigating.
Matthews posted in his Facebook profile that he has lived in Calvert County, was in a relationship with Tiffany Smith and was originally from Baltimore, Md. Matthews has a history of not bothering with driver’s permits when operating a vehicle and a DUI conviction in Calvert on March 11, 2016. On Aug. 28, 2015, after being arrested by Calvert County Deputy Pounsberry for DUI, Matthews got an easy plea deal out of Calvert County States Attorney Laura Martin. THE DEAL: in exchange for a plea of guilty, Matthews was sentenced to sixty days in jail with all but ten days suspended.
But it isn’t his driving record or his several drug arrests that tell the story of Tavon Matthews, but rather his long record of abuse and assault against the women in his life.
A protective order against Matthews was signed by a Calvert County District Court Judge on July 6, 2015, when he was living in Lothian, Md. Arrested by Maryland State Trooper Wiesemann on a charge of second-degree assault resulted in him being found not guilty on Oct. 23, 2015.
A charge of second-degree assault filed by complainant Tyeasha Evette Milline resulted in a plea deal in St. Mary’s District Court on Oct. 27, 2011. THE DEAL: one year in jail with 186 days suspended.
A final peace order was issued on June 22, 2010, by a St. Mary’s County District Court Judge.
Burglary charges against Matthews were put on the Stet Docket on June 23, 2010, after a complaint from Christina Taylor.
Charged with carrying a concealed deadly weapon, resisting arrest and disorderly conduct by Anne Arundel County Police Officer McFayden on May 6, 2005, Matthews got a plea deal from the Anne Arundel County States Attorney on Aug. 29, 2005. THE DEAL: by entering a guilty plea to the weapon charge, Matthews was sentenced to three years in prison with one year and eleven months suspended.
In yet another case of domestic violence, Matthews was ordered by a Calvert District Court Judge to stay away from a victim on May 31, 2002. Two counts of assault charged against Matthews by Maryland State Trooper Ferreira on May 5, 2002, were put on the Stet Docket by the Calvert County States Attorney on July 15, 2002, and he was released from jail on that date.
Arrested by Maryland State Trooper Jones on Feb. 26, 2001, Matthews found another sweet deal waiting for him when he came to trial on July 5, 2001. The Calvert County States Attorney put five counts of assault, disorderly conduct and resisting arrest on the Stet Docket.
Upon his arrest for assault on Sept. 23, 1998, by Maryland State Trooper Lass, the result was once again the same: the Calvert County States Attorney put the charge on the Stet Docket on Dec. 16, 1998.
When and if a jury in Charles County gets this case – as Charles County States Attorney Tony Covington may drop the charges and consider this a justified homicide – they should give Tiffany Smith a medal for finally putting Tavon Matthews where he belongs: six feet under.

The victim, identified as Brandon Andrew Briscoe, 24, of 1002 Sherman Court, Waldorf, Md., was transported to a hospital where he subsequently died. Detectives from the Criminal Investigations Division responded to assume the investigation.
Preliminary investigation revealed that an unknown suspect approached Briscoe while he was standing outside of an apartment building.
