Southern Md. Police Beat: TEN YEAR SENTENCE /Cops say drug dealer suspect “Big Man” kept good records of his sales; also has a record of leniency by prosecutors

12pt&semi;">LEONARDTOWN&comma; MD&period; &&num;8212&semi; The arrest of James &OpenCurlyDoubleQuote;Jimmy Big Man” Hughes announced on Dec&period; 24&comma; 2014&comma; by then-Vice Commander for St&period; Mary’s Sheriff’s Department&comma; Capt&period; Daniel Alioto included charges for possession of drugs and paraphernalia with a promise of more charges yet to be placed&period; That arrest came on Dec&period; 23&comma; 2014&comma; and a plea deal was struck with St&period; Mary’s States Attorney Richard Fritz on April 30&comma; 2015&period;  THE DEAL&colon; Jimmy &OpenCurlyQuote;Big Man Hughes entered a guilty plea to the paraphernalia charge and the possession charge was dropped&period; In return for the guilty plea&comma; Hughes was fined &dollar;442&period;50 with no jail time&period; Hughes employed attorney Ryan McDonagh Posey as his attorney to arrange this deal with Fritz&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">The promised additional drug dealing charges that Alioto recited appeared in the form of a Grand Jury of the Circuit Court of St&period; Mary’s County&comma; Md&period;&comma; Indictments issued on Jan&period; 12&comma; 2017&period; Hughes was represented by attorney Michael Anthony Klopfer&comma; of Waldorf&period; St&period; Mary’s Sheriff’s Detectives involved with the investigation were Deputies Godwin&comma; Pesante&comma; Whipkey&comma; Meyer&comma; and Moses&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">One count of possession of drugs and one count of distribution of drugs were accounted for due to an offense that took place on March 17&comma; 2016&period; That day wasn’t providing the luck of the Irish to &OpenCurlyQuote;Big Man’ Jimmy Hughes&comma; a large Irish fellow who went to jail on St&period; Patrick’s Day&period; But the luck of the Irish would soon be with Hughes once again – or not&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">When prosecutors cook up deals with drug dealers the court process is streamlined instead of being dragged out for a couple of years&comma; as the information given to police and prosecutors involving other miscreants needs to be acted upon while it is fresh&period; Or&comma; as in this case&comma; police can have a lot of time to determine the value of any information that may have been provided to them and weigh the value of any such tips&period; On May 12&comma; 2017&comma; Hughes entered a guilty plea to distribution of drugs and the charge of possession of drugs was dropped&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">This wheeling and dealing took place about the same time that Capt&period; Alioto suddenly was booted out of his role as Commander of the Vice Division by St&period; Mary’s Sheriff Tim Cameron and Alioto vanished into an early retirement with a huge cut in his retirement pay as he was short a few years for full retirement&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">THE DEAL&colon; Fritz exacted a very big pound of flesh from Hughes&comma; who could easily spare the same from his 375-pound frame&period; In return for the guilty plea by Hughes he was sentenced to twenty long years in prison&period;  BUT WAIT&period; There is more&period; Court records show that ten years of the sentence was suspended&excl; BUT WAIT&period; There is more&period; Hughes was given credit for four days he spent in jail waiting for a bail hearing&period; He was also ordered to be on probation for five years&period; BUT WAIT&period; There is more&period; On May 25&comma; 2017&comma; a motion was made by Hughes’ defense attorney for &OpenCurlyDoubleQuote;Reconsideration” of the sentence&period;  That is when a Judge can completely wipe out the tough sentence handed down in court when the public is watching and the Judge can then do anything he wants&comma; including and up to&comma; turning Hughes into a Leprechaun&period; The prosecutor then offered an answer to the motion which was filed on June 7&comma; 2017&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">Court records for the indictments connected to the above case and issued on Jan&period; 12&comma; 2017 for criminal offenses that occurred on April 8&comma; 2016&comma; resulted in a plea deal with a sentence of twenty years in prison with all of the sentence suspended&period; With ten years not suspended&comma; at least&comma; not yet&comma; Hughes has nearly ten years to serve in prison&period; He may be eligible for parole and be allowed to leave sooner&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">On May 12&comma; 2017&comma; court records show that an order for probation was issued for whenever a Judge cuts short his sentence&period; At the present time&comma; the last entry for Hughes on his Facebook page was on May 6&comma; 2017&comma; and Maryland’s Department of Public Safety and Correctional Services shows that as of Oct&period; 21&comma; 2017&comma; James Wesley Hughes Jr&period; is an inmate of the Patuxent Institution in Jessup&comma; 12pt&semi;">Alioto reports that detectives identified a residence in Leonardtown as a distribution point for prescription medications&period; A search and seizure warrant was obtained and executed with the assistance of the St&period; Mary’s County Sheriff’s Office Emergency Services Team&comma; Narcotics Support Team members&comma; and K-9 deputies&period; Detectives recovered Xanax&comma; marijuana&comma; Suboxone&comma; a drug ledger which documented distribution activity&comma; more than &dollar;700&period;00 in cash&comma; packaging material&comma; and cell phones&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">Arrested <&sol;span>on<span style&equals;"font-size&colon; 12pt&semi;"> the scene by Deputy Thomas Seyfried was James Wesley Hughes Jr&period; aka &OpenCurlyDoubleQuote;Big Man”&period;  Hughes was charged with the drug violations and additional charges&comma; and other arrests are pending&comma; depending on how many of his competitors he gives up to the cops&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">On July 20&comma; 2012&comma; Hughes was charged by St&period; Mary’s Deputy James R&period; Molitor with malicious property destruction and assault&period; Represented by Leonardtown attorney A&period; Shane Mattingly&comma; Hughes was able to work a sweet plea deal with St&period; Mary’s States Attorney Richard Fritz on Oct&period; 18&comma; 2012&period; THE DEAL&colon; for pleading guilty&comma; thereby saving Fritz from having to try the case&comma; Hughes was given a <&sol;span>sixty day<span style&equals;"font-size&colon; 12pt&semi;"> sentence with all of it suspended and zero fine&period; No fine&comma; no time&period; Hughes was on probation until Oct&period; 18&comma; 2014&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">On Sept&period; 24&comma; 2010&comma; Hughes&comma; at the time living at 20470 Bowles Road in Colton’s Point&comma; Md&period;&comma; was charged with assault by Officer V&period; Evans&period; On Jan&period; 20&comma; 2011&comma; in Calvert County District Court&comma; Hughes struck a plea deal&comma; and he pleaded guilty with a sentence of six months in jail and none of the time suspended&period; He was represented by Public Defender Allison M&period; O’Connell whose salary is paid by the taxpayers&comma; in spite of being a successful alleged drug dealer&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">On Sept&period; 1&comma; <&sol;span>2009<span style&equals;"font-size&colon; 12pt&semi;"> Hughes was indicted by the Grand Jury in St&period; Mary’s County&comma; Md&period;&comma; on charges of possession and distribution of drugs&period; Hughes struck a plea deal with St&period; Mary’s States Attorney Richard Fritz and entered a guilty plea on Jan&period; 14&comma; 2011&comma; with a sentence of nine long months in jail&period; In the Alice in Wonderland World of Maryland Courts&comma; where Judges can reconsider a sentence on a whim at any time and without giving any reason&comma; can change or eliminate a sentence – Hughes went to jail&period;  Or did he&quest; The arresting officer in the case was St&period; Mary’s Deputy Milton Pesante&period; Court records reflect that on Jan&period; 9&comma; 2012 a modification made in the case&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">On July 17&comma; 2009&comma; Hughes struck a plea deal with the Calvert County States Attorney and pleaded guilty to possession of marijuana while other charges&comma; including possession of drugs while in jail dropped&period; He was sentenced to thirty days in jail with all of the jail time suspended&period; Hughes was represented by the Public Defender&period;<&sol;span><&sol;p>&NewLine;<p><span style&equals;"font-size&colon; 12pt&semi;">On Feb&period; 28&comma; <&sol;span>2008<span style&equals;"font-size&colon; 12pt&semi;"> Hughes wasn’t as big with court records showing he was weighing in at a mere 320 pounds and having an address of Birch Circle in Mechanicsville&period;  On that date&comma; he was charged with several drug charges and once again pleaded guilty&period; Represented by Leonardtown attorney A&period; Shane Mattingly&comma; Hughes was able on June 11&comma; <&sol;span>2008<span style&equals;"font-size&colon; 12pt&semi;"> to pick up a verdict of probation before judgment with a fine of &dollar;250&period;50&period; Fritz let Hughes skate without any jail time and put on probation for one year&period;<&sol;span><&sol;p>&NewLine;<div id&equals;"metaslider-id-3609" style&equals;"max-width&colon;
