Stafford Police Beat: Brian Kevin Blair wanted for being a lousy shot at Minniear Court melee

FREDERICKSBURG, VA. — This story from the Naked City is indicative of two main characteristics of a good part of society. One, that society is filled with morons; and two, that many of them have guns and can’t shoot straight.

The Stafford County Sheriff’s Office is reporting an incident that occurred on Minniear Court in Stafford County involving multiple individuals with one subject shot.

On July 26, 2015 at 5:15 pm numerous patrol units responded to 8 Minniear Court for a Shooting of a Person call. When deputies arrived on scene they found Timothy James Phelps, age 31, suffering an apparent gunshot wound to the leg. He was immediately transported to a local hospital and sent to surgery.

Through an intensive preliminary investigation involving members of the Patrol Division, Criminal Investigations Unit and Tele-communicators from the Emergency Communications Center it has been established that Timothy Phelps allegedly accused a female staying temporarily at his residence of stealing items from his bedroom.

Police say that when the female returned to the residence, in the company of several of her friends, an argument ensued. After a brief physical altercation involving Phelps and a male friend of the accused female, Phelps went back into his residence, retrieved a shotgun and approached the same group of individuals who were getting into their vehicle to leave the scene.

A fight once again began with Phelps pointing the shotgun at a male subject. A struggle began with the shotgun and Phelps was shot in the leg – with his own gun.

At that point, police say that a second subject, Brian Kevin Blair, 20, of no fixed address, (and of no particular skill of marksmanship other than from watching TV and movies) an associate of Timothy Phelps, grabbed the shotgun and fired a shot at the now moving vehicle of the other parties involved in this incident, missing the vehicle and hitting a nearby residence.

Stafford Sheriff’s officials report that no one in the occupied residence was hurt during this shooting.

Timothy James Phelps, 31, of 8 Minniear Court is facing charges of Convicted Felon in Possession of a Firearm, Malicious Wounding and Use of a Firearm in the Commission of a Felony. Timothy Phelps will be formally served the charges when he is medically ready.

Brian Kevin Blair, 20, of no fixed address is currently at large and is wanted. He is facing charges of Convicted Felon in Possession of a Firearm, Use of a Firearm in the Commission of a Felony, Shooting at a Moving Vehicle and Shooting at an Occupied Dwelling. When the cops catch up with him, they will happily give him an address at the county jail.
