Finan sought the office several times, while Attorney General Joseph Curran came close, serving as Lt. Gov., but the path to the Governor’s Office came through other avenues. J. Millard Tawes had been Comptroller, Spiro T. Agnew had been Baltimore County Executive, Parris Glendening had been PG County exec., Harry Hughes had been Sec. of Transportation and State Senator, William Donald Schaefer and Martin O’Malley both were Mayors of Baltimore.
