<p>Court records reveal that <strong>Dwayne Stephen Commock</strong> pleaded guilty to first-degree murder and a weapons charge on September 26, 2018.</p>



<p> <strong>Shamar Terrence Hamm </strong>was found guilty of first-degree murder, armed robbery and other related misdemeanor charges by an Anne Arundel County jury in February of 2019. <strong> </strong> </p>



<p>The pair of ruthless killers were sentenced to life in prison plus an additional 20 years for their roles in the 2018 shooting of a Gambrills man during an armed robbery, in which they stole $17.</p>



<p>Shamar Terrence Hamm, 23, and Dwayne Stephen Commock, 19, were both sentenced in Circuit Court by<strong> Judge Glenn Klavans</strong> for their role in the killing of 28-year-old Andrew Kolta on Jan. 29, 2018.</p>

<h4 class="wp-block-heading"> Long was sentenced to 15 years of active incarceration and five years of supervised probation after she pleaded guilty to manslaughter, armed robbery and a weapons charge in July. Circuit Court Judge Glenn Klavans sentenced her to 50 years in prison, but suspended 35 years of the term. </h4>

<p><span style="font-size: 12pt;">GAMBRILLS, MD. – Anne Arundel County detectives tracked down the gang they believe is responsible for the Jan. 28, 2018 murder of Andrew Samir Mehany Kolta, 28, that occurred as a result of an armed robbery. Charged with the crime is Dwayne Stephen Commock, 18, of 17012 Aspen Leaf Drive, Bowie, Md. His arrest was quickly followed by the arrest of his alleged accomplices and fellow dirtbags.</span></p>



<p><span style="font-size: 12pt;">Police were called to the scene of the murder at about 11:36 pm in the 1400 block of South Main Chapel Way in Gambrills. Officers found an adult male lying next to a vehicle in a parking lot suffering from what they describe as a gunshot wound. Anne Arundel fire department EMT’s responded to maintain life and evacuated the man to the Baltimore Washington Medical Center where police say Kolta died from the gunshot wounds.</span></p>



<p><span style="font-size: 12pt;">Kolta was murdered outside of his residence.</span></p>



<p><span style="font-size: 12pt;">Kolta was from Egypt and worked as a pharmacist at the Rite Aid located at 3935 Erdman Ave., in Baltimore, Md., according to official records.</span></p>



<p><span style="font-size: 12pt;">Kolta was murdered outside of his residence at 4135 South Main Chapel Way.</span></p>



<p><span style="font-size: 12pt;">Police report that evidence technicians went to work as detectives began to canvass the area of Waugh Chapel and immediately began to find witnesses and interview them.</span></p>

<p><span style="font-size: 12pt;">Commock, at the age of majority, had managed to have a warrant issued for him for violation of probation in Garrett County and police learned of his possible involvement. The charging court records in Garrett County report Commock’s middle name as “David.” ; Commock had entered a guilty plea to fourth-degree sex offense on Sept. 25, 2017, in Garrett County District Court. Commock was sentenced to three years in prison in a plea deal with the Garrett County States Attorney that provided for two years, ten months and eleven days being suspended; credit for time served of 49 days and a fine of $500. The fine was suspended, and probation was ordered until Feb. 8, 2020. Commock failed to appear for trial on the violation of patrol hearing on Jan. 22, 2018. This dirtbag is only 18 and is decorated with a necklace of tattoos which may assist him with obtaining the services of the free-attorney from the public defender’s office.</span></p>

<p><span style="font-size: 12pt;">On Thursday, Feb. 1, 2018, police say that members of the Anne Arundel County Police Fugitive Apprehension Team along with a tactical unit from the Western District Unit found Commock and three others in a vehicle that they had determined were involved in the murder. Police took Commock into custody in the 1500 block of November Circle in Silver Spring, Md.</span></p>



<p><span style="font-size: 12pt;">Police report that during that day and overnight, more of the murder details began to come together, including positive identification of Commock as the gunman that took the life of Kolta during the commission of the armed robbery. Two other alleged miscreants were also fingered as being part of the gang the robbed and murdered Kolta and were taken into custody.</span></p>



<p><span style="font-size: 12pt;">Police identified them as Shamar Terrence Hamm, 22, of 15606 Plumwood Court, Bowie, Md., and Celeste Maureen Long, 20, of 3819 Early Glow Lane, Bowie, Md. Long, decorated with a Goth style early glow to her lips was committed to jail pending a bond hearing on Feb. 2, 2018, and filled out an application for a free attorney provided by taxpayers. She was ordered held without bond as was Hamm.</span></p>



<p><span style="font-size: 12pt;"> ;All three were charged with both first and second-degree murder, say police.</span></p>



<p><span style="font-size: 12pt;">As search warrants of the residence of the accused were executed, police report recovering a gun that police were consistent with the description of the weapon used “…to shoot and kill Kolta.”</span></p>



<p><span style="font-size: 12pt;">Anne Arundel Police issued a series of safety admonitions to the public urging citizens to be aware of their surroundings due to the extremely high number of dangerous killers who prey on innocent victims in Maryland. ;</span></p>



<p><span style="font-size: 12pt;">What police didn’t say was that the streets and neighborhoods of much of Maryland are so dangerous due to sob-sister judges and prosecutors failing to put gun-toting criminals in prison for the rest of their lives.  ;</span></p>



<p><span style="font-size: 12pt;">The Maryland Court of Appeals issuing a ruling in 2012 (<a href="https://www.courts.state.md.us/data/opinions/coa/2012/111a09.pdf">UNGER VS. STATE</a>) that sent <a href="https://www.npr.org/2016/02/18/467057603/from-a-life-term-to-life-on-the-outside-when-aging-felons-are-freed">130 convicted killers</a> back for new trials. Many of the cases could not be tried due to the death of victims, witnesses, and prosecutors and lost evidence, resulting in many of the killers on death row and serving life terms being set free.</span></p>



<h2 class="wp-block-heading">NPR offered this explanation of how a new court ruling resulted in so many disgusting and bloodthirsty killers being foisted upon the unwitting public took place:</h2>



<h3 class="wp-block-heading"><a href="https://www.npr.org/2016/02/18/467057603/from-a-life-term-to-life-on-the-outside-when-aging-felons-are-freed"><strong>Unusual Legal Twist In Maryland</strong></a></h3>



<p><span style="font-size: 12pt; color: #0000ff;">The released prisoners were all convicted of felonies in jury trials before 1981. They&#8217;re out as the result of a strange instruction that Maryland judges were required to give to juries until that year.</span></p>



<p><span style="font-size: 12pt; color: #0000ff;">At the end of every criminal trial in the state, explains Tony Gioia, Baltimore&#8217;s deputy state&#8217;s attorney, the judge told the jury that &#8220;they are the judges of the facts and the law and that whatever the court said to the jury was advisory only.&#8221;</span></p>



<p><span style="font-size: 12pt; color: #0000ff;">As contradictory as it may be to common understanding of what juries and judges do — it&#8217;s what judges in Maryland instructed juries for decades.</span></p>



<p><span style="font-size: 12pt; color: #0000ff;">Here is a typical judge&#8217;s instruction to the jurors in a trial from before 1981:</span></p>



<p><span style="font-size: 12pt; color: #0000ff;">&#8220;You, ladies and gentlemen, are the judges of not only the facts, as you are on every case, but on the law as well. It is your responsibility to determine for yourselves what the law is. Everything I say to you is advisory only. You are free to find the law to be other than what the court says it is. We have given you our best opinion about the matter but the final determination — that is solely in your hands.&#8221;</span></p>



<p><span style="font-size: 12pt; color: #0000ff;">In other words, principles such as the presumption of innocence and the standard of proof beyond a reasonable doubt? Just &#8220;advice&#8221; from the bench — take it or leave it.</span></p>



<p><span style="font-size: 12pt; color: #0000ff;">By 1980, Maryland was the only state that was giving such an instruction, says Michael Millemann, a professor and expert in public interest law at the University of Maryland&#8217;s Carey School of Law.</span></p>



<p><span style="font-size: 12pt;">A series of liberal Governors of Maryland: notably Parris Glendenning and Martin O’Malley, appointed left-wing Judges across the state, who failed to protect the public, changed sentences upon hearing motions for reconsideration and dumped violent criminals back onto the street putting citizens at risk.</span></p>



<p><span style="font-size: 12pt;">While the Anne Arundel Police didn’t include this information, they did caution people not to use ATM machines in remote areas or after dark. The warning included the advice to travel with others, stay in well-lighted areas, don’t display bling, run to a store or lighted area if someone is following you, have your key ready when approaching your vehicle. ;</span></p>

<p><span style="font-size: 12pt;">The Anne Arundel Police failed to mention that Marylanders do not have the right to carry a gun.</span></p>



<p><span style="font-size: 12pt;"> ;Without a gun to protect them and gaining a permit to do so fraught with problems, citizens are at a big disadvantage as violent criminals prowl for prey as did the three accused did when robbing and killing Andrew Kolta. This peril is due to the liberal yahoos of the Maryland General Assembly passing strict laws that prevent citizens from protecting themselves, while criminals are fully armed at all times. The whack-job members of the Maryland General Assembly are protected by armed guards posted at the entrances to the State House.</span></p>
