COLUMBIA, MD. – Howard County Police report that they have charged a Laurel man with violating mandatory sex offender registry requirements since he moved to Maryland approximately 15 years ago.

Scott Brian Naugle, 44, of 8749 Boulder Ridge Road, Laurel, Md., was charged with two counts related to his failure to register. In 2003, he was convicted of sexual battery of a child in Tennessee. After his guilty plea and conviction, in that case, he was ordered to register as a sex offender for life as part of his sentence. Instead,

Police say that Naugle left the state, came to Maryland, and never registered.

Howard County police recently received a tip about Naugle’s violation status. After confirming the details, Naugle was arrested at his place of business, Leverage Ju-Jitsu Academy in Fulton. He has been released from the Howard County Detention Center on $25,000 bond and has been ordered to have no contact with anyone under the age of 18. He must register with the Maryland sex offender registry within three days of his release.

According to police and to the website of Naugle’ firm, he is the owner and head instructor of the Jiu-Jitsu Academy.  Naugle offers private lessons and classes for students of all ages, including some specifically for children and teenagers. With this new court order, parents of students at the academy should be aware of Naugle’s restriction from being in contact with minors.

In addition, police are asking anyone who may have been victimized, or is aware of victimization at any time by Naugle, to come forward. From the website of Leverage Ju-Jitsu Academy: Scott Naugle began his martial arts training in 1985 and began teaching martial arts in 1995. He has trained in Judo, Kickboxing, boxing, Filipino stick and knife, traditional Japanese Ju-jitsu (Aiki-Ryu Ju-jitsu), Tae Kwon Do, Hapkido, Non-Classical Gung Fu and other martial arts. He has trained off-duty police officers and military personnel.

Of the law enforcement officers being trained by Naugle, apparently, none of them bothered to do a background check on their instructor. The tip may have come from a website investigating other judo instructors with criminal convictions.

Naugle is represented by Ellicott City attorney Debra Saltz and has a trial date of March 28, 2018, in Howard County District Court.
