<h2>MARYLAND STATE POLICE BEAT / Chasity is no virgin at undocumented shopping and other crimes</h2>
<p><span style="font-size: 12pt;">PRINCE FREDERICK, MD. &#8212; The Maryland State Police in Calvert County reports that on Dec. 4, 2017, at 6:36 pm, Trooper First Class Harrod responded to the Weis Market in Prince Frederick for a theft complaint. The manager reported a shopper had been observed putting items into a bag and leaving the store without paying. The vehicle registration and description in which the suspect left was provided to police patrols and a canvass of the area resulted in negative results. </span></p>

<p><span style="font-size: 12pt;">Police say that a description of the suspect was given to police it and matched that of the owner of the vehicle. Surveillance footage was reviewed and showed two times </span>in<span style="font-size: 12pt;"> the same day that this suspect had removed items from the store without paying. Chasity Marie Testa, 29, of 3942 Shamrock Lane, Prince Frederick, Md., was served two Criminal Summons for Theft less than $100.00 on December 8<sup>th</sup> and she faces a Judge on Jan. 22, 2018.</span></p>

<li><span style="font-size: 12pt;">Testa was arrested on Oct. 26, 2017, for DUI by Maryland State Trooper S. Casarella as she operated a 1998 Ford Escort northbound on Rt. 4 south of Fox Run Blvd. at 8:58 pm. The taxpayers of Maryland are providing her with a free attorney, Luke Wood, for her trial on Jan. 26, 2018. Testa won more criminal charges on June 7, 2016, for allegedly possessing drugs in the Calvert County Jail. The charges filed by Calvert Deputy Naughton were dropped by Calvert States Attorney Laura Martin on March 31, 2017. </span></li>

<p><span style="font-size: 12pt;">Testa was charged in Anne Arundel County District Court with driving while suspended on March 1, 2014. In a plea deal with the Anne Arundel States Attorney Wes Adams, Testa entered a guilty plea and was given a verdict of Probation before Judgement with zero jail time and fine of $500.00 and $375.00 of the fine was suspended.</span></li>
<li><span style="font-size: 12pt;">Calvert Sheriff Mike Evans reported that on June 7, 2016, at approximately 1:00 am, Deputy D. Naughton conducted a traffic stop at the intersection of S. Solomon’s Island Road/Rousby Hall Road, in Lusby. The driver, Chasity Testa, 27, of Benedict, MD, was found to be in Possession of Paraphernalia (pipe with burnt cocaine residue). She was arrested and transported to the Detention Center, where a body search revealed she was in possession of an additional glass pipe (also with burnt cocaine residue). She is being charged with two counts of Possession of CDS Paraphernalia (pipes) and Possession of Contraband in a Place of Confinement.</span></li>

<h2>Allison Beyer found on an Oxy Cruise</h2>
<p>LUSBY, MD. &#8212; Maryland State Police reported that on Dec. 4, 2017, at 11:42 pm, Corporal Wiesemann and Trooper Keyser stopped a vehicle on Rt. 4 near HG Trueman Rd in Lusby for traffic violations. Allison R. Beyer, 31 of 9100 Bay Avenue, North Beach, Md., was found to have an open warrant through Prince George’s County. She was placed under arrest. Beyer was found to be driving on a suspended license. A search incident to the arrest revealed both marijuana and Oxycodone. Beyer was incarcerated at the Calvert County Detention Center.</p>
<h2>Ruslander wouldn’t take no for an answer</h2>

<p><span style="font-size: 12pt;">Maryland State Police say that on Dec. 8, 2017, at 5:08 pm, Corporal Oles received a complaint of theft, phone misuse and harassment from the victim living in Lusby. The victim reported Mitchell William Ruslander, 26, of 8579 Chesley Road, Lusby, Md., had stolen a cell phone from her and was making repeated calls and threats to both the victim and her daughter. Cpl. Oles made contact with Ruslander and explained that all contact with the victim and her daughter was to stop and that he would be charged </span>for<span style="font-size: 12pt;"> the theft of the phone. Later that evening, the victim called and reported that Ruslander was continuing to text and call. On December 8th, Ruslander was served on a Criminal Summons for Theft, Telephone Misuse, and Harassment. </span></p>
<p><span style="font-size: 12pt;"><a href="https://www.the-chesapeake.com/2017/02/12/dwi-hit-parade-given-plea-deal-by-carroll-county-states-attorney-in-2014-conrad-thorpe-charged-with-dui-again-when-he-killed-boy-on-bike/plea-deals-2/" rel="attachment wp-att-12537"><img class="alignleft size-medium wp-image-12537" src="https://www.the-chesapeake.com/wp-content/uploads/2017/02/Plea-Deals-1-300x188.jpg" alt="" width="300" height="188" /></a>A charge of operating his vehicle without an ignition interlock filed against Ruslander on Feb. 20, 2017, by Maryland State Trooper P. Kaitz, which is a condition of a prior DUI conviction, was put on the Stet Docket by Calvert States Attorney Laura Martin on May 5, 2017. The charge came alive again due to his new criminal charges.</span></p>
<p><span style="font-size: 12pt;">Ruslander entered into a plea deal with States Attorney Martin on March 27, 2017, after he was arrested by Maryland State Trooper Esnes for DUI on Jan. 29, 2017 while operating a 2015 Ram pickup southbound on Rt. 4 Whispering Drive</span>. .<span style="font-size: 12pt;"> THE DEAL: In return for a guilty plea, Ruslander was 60 days in jail with all but 10 days suspended and a fine of $100.00. Court Records show he was committed to the Calvert Jail on the date of the deal.</span></p>
<p><span style="font-size: 12pt;">Calvert County States Attorney Laura Martin entered into another plea deal on a DUI charge against Ruslander on May 31, 2013. Ruslander was arrested by Calvert County Sheriff’s Deputy J. D. Norton on Oct. 26, 2010, as he operated a Ford on Birch Drive. THE DEAL: in return for a plea of guilty, Ruslander was sentenced to 20 days in jail with all 20 days suspended, and a fine of $185.00 and a verdict of Probation Before Judgement.</span></p>
<p><span style="font-size: 12pt;">Driving without a permit because of the DUI conviction brought a charge of driving while suspended. In another plea deal with Calvert prosecutor Laura Martin, Ruslander was fined $242.50.</span></p>
<h3>Assault with a firearm</h3>
<p><span style="font-size: 12pt;">Maryland State Police reported on April 9, 2011, at 11:36 p.m., Trooper First Class Parker responded to the McDonald&#8217;s in Prince Frederick for a report of an assault with a firearm. The investigation revealed that Mitchell W. Ruslander, 19, of Huntingtown, became involved in an argument and pointed a black handgun at the victim which was later discovered to be a BB gun. He was arrested and incarcerated at the Calvert County Detention Center.</span></p>
<h2>OPIOIDS AND CRUISE = Free stay at Hotel Calvert for Daria Moasser</h2>
<p><span style="font-size: 12pt;">HALLOWING POINT, MD. &#8212; Mixing drugs and alcohol is a quick way to star in one of those TV commercials of people who die of overdoses. It might work for a driver arrested on Dec. 9, 2017, at 8:32 pm, when Maryland Trooper First Class Matthews responded to the Bridge Liquor and Carryout on Hallowing Point Rd. in Prince Frederick to check the welfare of an unconscious female. </span></p>
<p><span style="font-size: 12pt;">After becoming conscious, Daria Setareh Moasser, 26, of 41717 Dos Santos Way, Mechanicsville, Md., was determined to be operating a Chrysler 300 while under the influence of a controlled dangerous substance. Both Marijuana and Oxycodone were found in the vehicle during an incident to the arrest. She was arrested and incarcerated at the Calvert County Detention Center. A trial is set for Feb. 14, 2018, where she might fall in love with her attorney.</span></p>
<p><span style="font-size: 12pt;">Moasser was charged with DUI by drugs on May 9, 2017, by Maryland State Trooper R. Backus as she drove her Chrysler 300 at Market Square in Prince Frederick. In a plea deal with Calvert County States Attorney Laura Martin, the DUI charge was dropped while a deal was struck on a charge of failure to remain at a crash scene. THE DEAL: a guilty plea by Moasser resulted in a verdict of Probation Before Judgement on Sept. 28, 2017. She was sentenced to 30 days in jail and unsupervised probation for three years.</span></p>
