Dwayne Proctor, Terrell Johnson, Dominic Brown, Clifton Howdershelt, and Edward Shupe among those indicted for heroin trafficking in Virginia

HEROIN MOVERS & SHAKERS / Eight Indicted on Federal Drug and Firearms Charges

RICHMOND, Va. – A federal grand jury has returned an indictment charging eight individuals with a number of federal drug trafficking and firearms crimes related to their participation in a heroin trafficking conspiracy.

The charges are the result of a two-year investigation by the DEA, Naval Criminal Investigative Service, Virginia State Police, King George Sheriff’s Office, Westmoreland County Sheriff’s Office, and the Caroline County Sheriff’s Office.

The following individuals were charged in federal indictments as a result of this joint investigation:

-Dwayne Alonzo Proctor, 37 y/o, a resident of Westmoreland County, charged with:

Conspiracy to Distribute Heroin, Fentanyl, and Oxycodone; Distribution of Heroin; Distribution of Fentanyl; Maintain Drug Involved Premises; Possession of Firearms in Furtherance of a Drug Trafficking Crime. Jury Trial date August 14.

Terrell Sylvester Johnson, 28 y/o, a resident of Westmoreland County, charged with:

Conspiracy to distribute Heroin, Fentanyl, and Oxycodone; Distribution of Heroin; Maintain Drug Involved Premises; Possession of a Firearm by a Convicted Felon; Possession of Firearms in Furtherance of a Drug Trafficking Crime. Jury Trial date August 14.

Dominic Brown, 27 y/o, a resident of Caroline County, charged with:

Conspiracy to distribute Heroin, Fentanyl, and Oxycodone; Possession of Firearms in Furtherance of a Drug Trafficking Crime. Jury Trial date August 14.

-Jeffrey Diaz Dudley, 26 y/o, a resident of Westmoreland County, charged with: Conspiracy to distribute Heroin, Fentanyl and Oxycodone; Distribution of Heroin; Distribution of Fentanyl; Possession of a Firearm by a Convicted Felon; Possession of Firearms in Furtherance of a Drug Trafficking Crime. Jury Trial date August 14.

Lawrence Buckner, 37 y/o, a resident of King George County, charged with: Conspiracy to distribute Heroin, Fentanyl, and Oxycodone; Maintain Drug Involved Premises; Possession of Firearms in Furtherance of a Drug Trafficking Crime. Jury Trial date August 14.

Clifton Wayne Howdershelt, 53 y/o, a resident of King George County, charged with:

Distribution of Heroin; Possession of a Firearm by a Convicted Felon. Jury Trial date July 24.

Edward Wayne Shupe, 47 y/o, a resident of King George County, charged with: Distribution of Heroin. Jury Trial date July 20.

-Kim Eileen Capps, 47 y/o, a resident of Fairfax County, charged with: Distribution of Heroin. Jury Trial date July 11.

Dana J. Boente, U.S. Attorney for the Eastern District of Virginia; Karl C. Colder, Special Agent in Charge for the Drug Enforcement Administration’s (DEA) Washington Field Division; Jeremy Gauthier, Special Agent in Charge of the Naval Criminal Investigative Service (NCIS) Washington D.C. Field Office; Colonel W. Steven Flaherty, Virginia State Police Superintendent; Steve F. Dempsey, King George County Sheriff; C.O. Balderson, Westmoreland County Sheriff; and A. A. “Tony” Lippa, Jr., Caroline County Sheriff, made the announcement. Assistant U.S. Attorney Olivia L. Norman is prosecuting the case.
