<h2><span style="color: #ff0000; font-size: 20pt;">Kevin Werner’s 31 Flavors of Drugs Mobile Unit Ran Out of Gas on Chilcutt Road</span></h2>

<p><span style="font-size: 12pt;">EASTON, MD. – Walmart does it, Amazon does, and the Good Humor Ice Cream Company does it. They all deliver their products to consumers. Now, apparently, Kevin Werner does it too, after he was nabbed with nearly every drug available on the market in his out-of-gas mobile unit.</span></p>
<p><span style="font-size: 12pt;">Did a Talbot deputy happen upon a down-on-his-luck motorist who had run out of gas or an ex-con and his cohorts caught red-handed with a car load of narcotics?</span></p>
<p><span style="font-size: 12pt;">Talbot County Sheriff’s Lt. John Bollinger reports that on May 24, 2017, Deputies from the Talbot County Sheriff&#8217;s Office received a call from a citizen about a suspicious person and vehicle in the area of Chilcutt Road and Dover Road. Deputies located Kevin Todd Werner, 33, of 3526 Houston Branch Road, Federalsburg, Md., at this location who advised he had run out of gas and that his two friends, Crystal Marie Nechay, 36 of 13151 Delaware Drive, Greenwood, Delaware and Matthew Beau Haigis, 23, of Hurlock, Md., had gone to get gas.</span></p>
<p><span style="font-size: 12pt;">Deputies detected the odor of marijuana and conducted a probable cause search of Werner and the vehicle, locating marijuana, heroin, cocaine, prescription pills, Suboxone, and paraphernalia. </span></p>
<p><span style="font-size: 12pt;"><a href="https://www.the-chesapeake.com//2014/09/13/heroin-bag-lady-say-cops-big-hurry-cargo-57-bags-heroin/heroin-the-future-is-now/" rel="attachment wp-att-5881"><img class="alignleft wp-image-5881" src="https://www.the-chesapeake.com//wp-content/uploads/2014/09/Heroin-The-Future-is-Now-300x261.jpg" alt="" width="483" height="424" /></a>Talbot Deputy Pack arrested Werner, Nechay, and Haigis for possession with the intent to distribute marijuana, heroin, cocaine and possession of paraphernalia. A District Court Commissioner released Nechay on her personal recognizance, Haigis was released on an unsecured bond, and Werner was ordered held at the Talbot County Detention Center.</span></p>
<ul>
<li><span style="font-size: 12pt;">On May 25, 2017, Werner was released on $10,000 bond which had been set by a Judge. Werner, in spite of being an alleged drug dealer with high profits and low overhead, was granted a free lawyer by the Maryland Public Defender system.</span></li>
<li><span style="font-size: 12pt;">Charged on March 7, 2014, in Caroline County Circuit Court with property destruction and assault, Werner and his free taxpayer provided attorney struck a deal with Caroline County States Attorney Jonathan Newell on May 21, 2014, and entered a guilty plea to the assault charge with both counts of property destruction dropped. THE DEAL: Three years in jail with all but one year suspended and probation for three years. On Feb. 12, 2016, Werner faced new charges of violating his probation.</span></li>
<li><span style="font-size: 12pt;">Charges placed by Ocean City Police Officer Morgan of driving without permits, possession of pot, DUI, and other traffic charges in Ocean City in 2013 were to go to trial in Worcester County District Court, but the trial was postponed on Jan. 31, 2014 when Werner was in a mental hospital, according to court records. Werner entered a guilty plea to DWI on Feb. 21, 2014 and was fined $557.50 and given 30 days in jail. On Feb. 21, 2014, Werner was sent to jail.</span></li>
<li><span style="font-size: 12pt;">Charged by Maryland State Trooper Chester with DWI on Oct. 4, 2009, on Ischer Road south of Seippes Road, Werner entered into a plea deal with the Caroline County States Attorney. THE DEAL: 14 days in jail and a fine of $35.</span></li>
<li><span style="font-size: 12pt;">After entering a guilty plea in a plea deal with the Caroline States Attorney on Nov. 4, 2011, that gained him a one year sentence in jail, Werner was allowed to have work release and attend drug classes, when it appears he is well qualified to teach anyone how to use and sell drugs.</span></li>
</ul>
<p><span style="font-size: 12pt;">Matthew Beau Haigis, of 4842 Skinners Run Road, Hurlock, Md., was charged by Talbot Deputy Pack with possession of drugs and posted the bond of $3,000 on May 25, 2017.</span></p>

<li><span style="font-size: 12pt;">Haigis was charged by way of Criminal Information by the Caroline County States Attorney on Oct. 7, 2016, with five counts of burglary and unlawful taking of a vehicle for crimes that allegedly took place on April 20, 2013. The charges were dropped on March 15, 2017. A usual reason for charges being dropped is when a defendant has other charges and is convicted or provides information on other drug offenders and miscreants and in return is set free. Haigis was represented by a taxpayer-provided free</span></li>
<li><span style="font-size: 12pt;">Haigis worked a plea deal with the Caroline County States Attorney on Oct. 8, 2014, for theft charges in Caroline County Circuit Court. THE DEAL: In return for a guilty plea, Haigis was given 18 months in jail with 6 months suspended and probation for three years, which might trigger a violation of his probation with his most recent arrest.</span></li>
<li><span style="font-size: 12pt;">Haigis was charged with thirteen counts of burglary, malicious destruction of property, and theft and in a plea deal with the Caroline County States Attorney on Sept. 27, 2013, he entered a guilty plea to felony theft and was sentenced to 3 years, 11 months and 26 days. All but one year was suspended with credit given for 96 days already served in the slammer while awaiting trial.</span></li>

<h2>Judith Sandground busted for DUI over Memorial Day weekend</h2>
<p>EASTON, MD. On May 26, 2017, Deputies from the Talbot County Sheriff’s Office stopped a motor vehicle on St Michaels Road near Lincoln Avenue for a moving violation. Deputies identified the driver as Judith Sandground of St Michaels, Md., and detected the odor of an alcoholic beverage. Sandground failed to perform standardized field sobriety tests and she was placed under arrest for driving while intoxicated. Sandground processed and released upon her signature on the charging documents.</p>
<h2>Driving while suspended and packing pot</h2>
<p><span style="font-size: 12pt;">ST. MICHAEL’S MD. &#8212; On May 26, 2017, Deputies from the Talbot Count Sheriff’s Office stopped a motor vehicle on St Michaels Road near Pea Neck Road for an equipment violation. Deputies identified the driver as Eric Lamont Jones, 45 of East New Market, MD and the passenger as Devin Michael Mills, 21 of Rhodesdale, MD. Deputies were assisted by the St. Michaels Police Department K-9 Max, who completed a scan of the vehicle resulting in a positive alert for the presence of a controlled substance. A probable cause search revealed marijuana on the person of Mills. Deputies discovered Jones was driving on a suspended license. Mills was issued a civil citation for possessing </span>of <span style="font-size: 12pt;">marijuana and released on his signature. Jones was issued a traffic citation for driving on a suspended license and released on his signature.</span></p>

<p><span style="font-size: 12pt;">On May 26, 2017, Deputies from the Talbot County Sheriff’s Office stopped a motor vehicle on Black Dog Alley near Caitlin Drive for a moving violation. Deputies identified the driver as Aaron Markese Mills, 26 of Easton, MD. Deputies detected an odor of marijuana inside of the vehicle and conducted a probable cause search locating marijuana. Mills was issued a civil citation for possession of marijuana and released on his signature.</span></p>
<h2>Toking along Dover Road</h2>
<p><span style="font-size: 12pt;">On May 27, 2017, Deputies from the Talbot County Sheriff’s Office stopped a motor vehicle on Dover Neck Road near Dover Road for a moving violation. Deputies contacted the driver, Christina Bassano, 51, of Wilmington, DE and observed paraphernalia in plain view. A probable cause search of the vehicle revealed marijuana belonging to a passenger, Bradley James Cole, 21 of Cambridge, MD. A second passenger, Anastasia Stella Lloyd, 24 of Cambridge, MD was found to have an active warrant through the Talbot County Sheriff’s Office. Bassano and Cole were issued civil citations for possession of marijuana and released on their signature. Lloyd was taken before a District Court Commissioner and released on her personal recognizance. </span></p>
<h2>Burke Beach Bunny Johanna Catherine Barrera tooling along Rt. 50 while smoking joint</h2>
<p><span style="font-size: 12pt;">EASTON, MD. – Talbot deputies were busy over Memorial Day stopping drivers and weeding out the weed smokers. On May 27, 2017, Deputies from the Talbot County Sheriff’s Office stopped a motor vehicle on Ocean Gateway near Almshouse Road for a moving violation. Upon contacting the driver, Johanna Catherine Barrera, 21 of Burke, Virginia, the Deputy detected the odor of marijuana and a probable cause search was conducted. The Deputy located marijuana in the vehicle and Barrera was charged on a civil citation with possession of marijuana and released on her signature. </span></p>
<h2>Andrew Michael Hill charged with beating woman and running away like a coward; cops are looking for him</h2>
<p><span style="font-size: 12pt;">ROYAL OAK, MD. &#8211; A good scout would hide all her drug stuff before calling the cops on her boyfriend who she said beat her. On May 29, 2017, Deputies from the Talbot County Sheriff’s Office responded to the 6000 block of Edge Creek Road for a domestic disturbance. Deputies contacted Scout Carter Washburn, 19 of Royal Oak, MD who had visible injuries consistent with a recent assault. Washburn advised her live-in boyfriend, Andrew Michael Hill, 21 of Royal Oak, MD assaulted her during an argument. Hill fled the scene prior to Deputies arrival and they were unable to locate him. Washburn was transported to Easton Memorial Hospital where she was treated and released for her injuries. Assault charges are pending for Hill. While at the residence, Deputies observed marijuana and drug related paraphernalia, civil citations will be issued for these violations.</span></p>
<h2>Glime’s great pot caper on Black Dog Alley</h2>
<p><span style="font-size: 12pt;">EASTON, MD. &#8212; On May 28, 2017, Deputies from the Talbot County Sheriff&#8217;s Office stopped a motor vehicle on Black Dog Alley near Kings Meadow Place for a moving violation. Deputies contacted the driver, Kyle Taylor Glime, 21 of Federalsburg, MD and the front seat passenger, Hilary Brooke Brooks, 26 of Federalsburg, MD. Deputies detected the odor of marijuana in the vehicle and conducted a probable cause search, locating marijuana. Glime was issued a traffic citation and a civil citation for possession of marijuana, being released on his signature.</span></p>
<h2>Spicer cited for driving while suspended while packing pot</h2>
<p><span style="font-size: 12pt;">On May 29, 2017, Deputies from the Talbot County Sheriff’s Office stopped a motor vehicle on Ocean Gateway near Hiners Lane for a moving violation. Upon contact with the driver, Deidra Darlisa Spicer, 22 of Landover, Maryland, the odor of marijuana was detected. Deputies conducted a probable cause search and located marijuana and paraphernalia. Spicer was charged with traffic violation to include driving on a suspended license and issued a civil citation for possession of marijuana. Spicer was released to a licensed driver upon her signature on the citations.</span></p>
<h2>The Pot Pit Keeps Coming Up with Drug Arrests on Black Dog Alley</h2>
<p><span style="font-size: 12pt;">EASTON, MD. On May 29, 2017, Deputies from the Talbot County Sheriff’s Office stopped a motor vehicle for a moving violation on Matthewstown Road near Black Dog Alley. Deputies contacted the driver, Brianta DeShields, 18 of Dover, DE and detected an odor of marijuana coming from the vehicle. Deputies conducted a probable cause search of the vehicle and located marijuana and paraphernalia. DeShields was issued traffic citations for speeding and driving without a license. DeShields was issued a civil citation for possession of marijuana and released upon her signature.</span></p>
<h2>Driving while Deadhead on Rt. 50</h2>
<p><span style="font-size: 12pt;">EASTON, MD. On June 1, 2017, Deputies from the Talbot County Sheriff’s Office stopped a motor vehicle on Ocean Gateway near Dutchman’s Lane for a moving violation. Deputies identified the driver as Justin Martin, 19 of Fredrick, MD and detected an odor of marijuana inside the vehicle. A probable cause search of the vehicle was conducted with Deputies locating marijuana on Martin and a passenger, identified as Devon Ross, 18 of Fredrick, MD. Martin and Ross were issued civil citations for possession of marijuana and released on their signatures. </span></p>
<h2>Exactly how many Talbot drivers are smoking weed while motoring?</h2>
<p><span style="font-size: 12pt;">CDS Arrest: On June 1, 2017, Deputies from the Talbot County Sheriff’s Office stopped a motor vehicle on High Street near Tred Avon Avenue for an equipment violation. Deputies identified the driver as John Ross, 30 of Easton, Maryland and detected the odor of marijuana inside his vehicle, leading to a probable cause search. Deputies located marijuana and cocaine in sufficient quantity to indicate the intent to distribute. Ross was arrested and charged with possession with the intent to distribute cocaine and possession of marijuana. Ross was taken before a District Court Commissioner who released him on his personal recognizance.</span></p>
