<h2>Fugitive decided to fight to the death with cop instead of being arrested; the cop won</h2>
<p><span style="font-size: 12pt;">NORTH EAST, MD – Another case of a wanted convicted criminal, perhaps emboldened by the incompetent liberal yahoos running Baltimore City and leading the rebellion of the criminal class, decided to fight a cop instead of being arrested. In the process, the wanted man got the end of the gun he didn’t bargain for and as a result is dead.</span></p>
<p><span style="font-size: 12pt;">Maryland State Police say that an investigation is underway into a state trooper-involved fatal shooting last night in Cecil County that occurred during a struggle with a wanted man the trooper was attempting to arrest.</span></p>
<p><span style="font-size: 12pt;">The deceased is identified as Charles S. Hall, 30, of North East, Md.</span></p>
<p><span style="font-size: 12pt;">The trooper involved is identified as Trooper Daryl K. Brackett. He is a three year veteran of the Maryland State Police, assigned to road patrol duties at the North East Barrack.</span></p>
<p><span style="font-size: 12pt;">The preliminary investigation indicates that shortly before 9:00 p.m. yesterday, Trooper Brackett was on-duty, in uniform, driving a marked patrol car through the parking lot in the North East Plaza Shopping Center, on Rt. 272 at Rt. 40, North East, Md., after answering a call at an auto parts store in the center. The trooper saw Charles Hall in the parking lot and knew he was wanted by the Cecil County Sheriff’s Office on a warrant for theft.</span></p>

<p><span style="font-size: 12pt;">The initial investigation indicates the trooper approached Hall on foot at the back of Hall’s vehicle. Trooper Brackett attempted to arrest Hall in the parking lot, but he resisted and a physical altercation ensued. While still struggling with the trooper, Hall got into his vehicle and began to accelerate out of the parking space. During the struggle, the trooper fired his assigned duty pistol, striking Hall in the upper torso. EMS personnel were summoned. Hall was pronounced dead at the scene.</span></p>
<p><span style="font-size: 12pt;">Maryland State Police investigators are continuing to conduct interviews with witnesses. State Police crime scene technicians responded to process the scene.</span></p>
<p><span style="font-size: 12pt;">The investigation is being conducted by the Maryland State Police Homicide Unit, which investigates all trooper-involved shootings. An investigation is also underway by the Maryland State Police Internal Affairs Unit, which is procedure.</span></p>
<p><span style="font-size: 12pt;">Trooper Brackett has been placed on administrative leave, which is procedure. Upon completion, the investigation by the Maryland State Police Homicide Unit will be forwarded to the Cecil County State’s Attorney’s Office for review.</span></p>
<p><span style="font-size: 12pt;">Hall, of 79 Lincoln Ave., in North East, Md., was charged by Cecil County Sheriff’s Officer J. Just with possession of drug paraphernalia on July 6, 2015 and was due in court in Cecil County on Aug. 28, 2015.</span></p>
<p><span style="font-size: 12pt;">Hall was charged with four counts of burglary, attempted theft and being a rogue and vagabond (criminal hobo intent on committing burglary) on May 2, 2015. The charges were put on the Stet Docket in Cecil County District Court on July 17, 2015.</span></p>
<p><span style="font-size: 12pt;">Trooper Brackett had arrested Hall on Nov. 16, 2014 for possession of drugs and the charge was dropped by the Cecil County States Attorney on Jan. 7, 2015. Attorney William F. Riddle represented Hall in numerous theft, drug and burglary charges.</span></p>
<p><span style="font-size: 12pt;">Hall had a history of assault on law officers. On August 6, 2012 while locked up in jail, he assaulted a correctional officer. On May 5, 2013 Hall entered a guilty plea in Cecil County Circuit Court and was sentenced to 30 days in jail. A charge of assault with body fluids, a particularly nasty deed by a dirtbag against correctional officers, was dropped by the Cecil County States Attorney.</span></p>
<p><span style="font-size: 12pt;">Hall had already been pinned down by the Circuit Court as being responsible for siring a child and failing to pay child support in a court decision rendered on May 16, 2013. The court ordered that upon his release from prison that he must “generally support the minor child”.</span></p>
<p><span style="font-size: 12pt;">As a result of a theft criminal charge against Hall, he pleaded guilty on July 16, 2015 and was sentenced to prison for 3 years on July 23, 2015 in a plea deal with the Cecil County States Attorney. The sentenced was suspended with the exception of 18 months which Hall was supposed to spend in the local jail and be given work release to be able to pursue whatever work it was that he did – “if qualified” according to court records. “Placed on supervised probation for 3 years with standard conditions; totally abstain from the use of drugs and / or alcohol”. Restitution to Walmart in the amount of $211.84 was required by the plea deal; a fine of $300 and court costs. Hall had been arrested by Elkton Police Officer Ronald Odom for the theft charge.</span></p>
<p><span style="font-size: 12pt;">After failing to appear for presentencing treatment, drug court on Aug. 21, 2015, a warrant for his arrest was issued.</span></p>
<p><span style="font-size: 12pt;">Had Hall simply been locked up upon his guilty plea and not been a fugitive, he would have missed the chance to fight a cop for one final round of his life.</span></p>
<p><span style="font-size: 12pt;">The incredibly incompetent legal system in Maryland, the Cecil County States Attorney in particular could have just landed this idiot in the state prison while they had him instead of letting him loose upon the hapless citizens of Maryland once again and endangering the life of a law officer charged with bringing to jail</span>.</p>
