Caesar Rodney High School teacher held on half million bail on charges he had sex with student
Camden, DE – A high school teacher is behind bars with a half million dollar bail keeping him there after police charged him with 15 counts of child sex abuse. Nearly a dozen times the teacher had sex with the student in the high school, according to police.
According to police, the Delaware State Police Criminal Investigations Unit at Troop 3 were recently alerted to a teacher that was allegedly involved in illicit conduct with a female student that would eventually lead to his arrest.
The Delaware State Police statement on the arrest says that their preliminary investigation into the sexual allegations reveals that Richard L. Howell II, 50 of Wyoming, was involved in a sexual relationship with a 17-year-old female student at Caesar Rodney High School
From March of 2014 until late December of 2014 is the time frame of the alleged criminal activities between the teacher and his student. In that period, the two engaged in inappropriate sexual behavior at least nine different times on school grounds as well as a number of times at his Wyoming residence.
Police report that Howell voluntarily turned himself in to authorities on January 14, 2015, at Troop 3 and was charged with Continuous Sexual Abuse of a Child, 15 counts of Sexual Abuse of a Child by a Person of Trust 1st, and two counts of Rape 4th. Upon his arraignment, at JP2, he was committed to James T. Vaughn Correctional Center in lieu of $550,000.00 secured bond. Howell was also ordered to have no contact with the victim or anyone under the age of 18.
Unless the court should allow work release and for some unfathomable reason the school system would accept Howell back in the school pending trial, it appears the school might need to line up a substitute – or even a permanent replacement.
