<p>The department reports it has arrested a serial robbery suspect responsible for six armed robberies in just a couple of weeks. The arrest was made after Morris Simms,43,, robbed the EZ Check Cashing business at 1005 College Road just after 2:00PM on Friday, December 19th.</p>
<p>Simms is charged with entering the establishment, wearing a disguise over his face and forced his way past store employees and stole an undisclosed amount of cash from the registers. The suspect then demanded more money from an employee and fled the business with the cash.</p>
<p>Patrol officers made a speedy response to the scene and began a search of the area on foot, finding Simms in a nearby wooded area. Simms fled on foot from the officers and into a nearby parking lot, where he was taken into custody. Simms was committed to James T. Vaughn Correctional Center on $656,000 Cash Bond.</p>
<p>Simms is responsible for six other robberies in Dover including the following incidents:</p>

<h2>Fugitive failed to run like an Elk</h2>
<p>DOVER, DEL. &#8212; A fugitive was hanging around the Elks Club when the cops came a-calling and when he was requested to “step outside” – like somebody thought that was a good idea – he beat feet. But he wasn’t fast enough to outrun K9 Spike.</p>

<p>The Dover Police Department arrested a fugitive from New Castle County, late on Dec. 18, 2014. Officers learned that 31-year-old Steven Roscoe, who was wanted on a Rule 9 warrant issued by New Castle County Superior Court, was at the Elks Lodge on North Kirkwood Street.</p>
<p>At that time several officers, including K9 “Spike” responded to the area, knowing that Roscoe had a history of fleeing from police. Officers approached the Elks Club staff and asked them to have Roscoe step out, however Roscoe fled out the rear door of the building and ran from officers who gave chase.</p>
<p>K9 Spike gave chase after Roscoe jumped a privacy fence and ignored commands to stop by police. K9 Spike was able to apprehend Roscoe and bring him to the ground, allowing officers to take Roscoe into custody without further incident.</p>
<p>A search of Roscoe after his arrest, led to the discovery of 1.9 grams of marijuana in his pants pocket.</p>
<p>Roscoe was charged with Possession of Marijuana, Possession of Drug Paraphernalia, Resisting Arrest, and Local Fugitive (Rule 9 warrant). He was committed to James T. Vaughn in lieu of $102,500 Secured Bond.</p>
