Maryland NRP officers find two bodies missing from boating mishaps on Chesapeake; three died overall

Bodies missing from weekend mishaps

ANNAPOLIS, MD. — 07/17/2014 — Maryland Natural Resources Police officers Tuesday recovered the bodies of two men missing since the weekend.

At about 8:30 a.m., officers found the body of Daniel Isaac Lugo, 18, of Quarryville, Pa., at the mouth of the Susquehanna River, where it empties into the Chesapeake Bay.

Lugo had been swimming with family members Sunday afternoon in the shallow waters of an area known as Susquehanna Flats, when the family’s boat began to drift away. As Lugo went to retrieve the vessel, he began to flounder and call for help.

His stepfather jumped from the boat into the water and was able to grab Lugo’s shirt collar, but could not hold on.

Officers employed side-scan sonar to search Sunday evening and all day Monday. Shortly after resuming the search Tuesday morning, they located Lugo’s body.

Lugo’s body was taken to the Medical Examiner’s office in Baltimore for an autopsy.

Shortly after 11 a.m. Tuesday, officers recovered the body of David Christopher Frantzen, 40, of Pasadena, in the waters off Fort Howard in Baltimore, not far from where NRP and the Anne Arundel County Police aviation unit found his boat aground Monday afternoon.

Frantzen and a companion, Brigette Marchand, 42, of Annapolis, left a local launch ramp between 10 a.m. and noon Sunday in an 18-foot Sea Ray pleasure boat. When they didn’t return, family members filed a missing persons report with Anne Arundel County Police.

A boater found Marchand’s body Monday morning floating off Brandon Shores at the mouth of the Patapsco River. An extensive air-and-sea search by NRP, Anne Arundel County Police aviation and the Coast Guard found Frantzen’s boat on the rocks at Sparrows Point.

The bodies of Frantzen and Marchand are being autopsied by the Medical Examiner.
