Preliminary investigation determined that a Nissan Sentra operated by Manuel A. Valencia of 1204 Summerwood Court in Arnold, Md., was southbound on Ritchie Hwy facing a red left turn arrow. The driver of that vehicle turned left towards College Pkwy in the path of a GMC truck that was headed northbound on Ritchie Hwy.
