Pierce was charged by Charles County States Attorney Anthony Covington on Sept. 1, 2013, with possession of drugs and paraphernalia. In a plea deal on Feb. 11, 2014, Pierce entered a guilty plea to the charge of possession of drug paraphernalia and the drug possession charge was dropped.
Tunnell was found guilty of conspiracy to distribute drugs on Jan. 2, 2014. The plea deal in Worcester County Circuit Court provided for a jail term of one year with all the jail time suspended except for two months and 29 days.
Ray is the grandson of Maryland House Majority Whip Talmadge Branch, who on Monday identified his grandson as the victim in the shooting and pleaded for the violence in the city to stop.
The arrests occurred during 6,982 traffic stops made by troopers working traffic safety initiatives that included additional patrols, sobriety checkpoints, saturation patrols, and speed enforcement.
Detectives are looking to identify the three men who are seen in the photo. They are wanted for questioning only.
Meiko Anthony Locksley, 25, of Grand Banks Road in Columbia, was transported to the University of Maryland Shock Trauma Center, where he was pronounced dead overnight.
