The initial investigation into the incident has indicated that there had been a fight on the parking lot. During the fight, an unknown suspect opened fire into the crowd, striking the victim multiple times in the mid-body. The victim then got into a car and fled the scene.

The Sheriff identified the teacher, Kelly Riddle, 32, of Salisbury, who allegedly sent frequent text messages to the juvenile that were interpreted as expressing love and affection. During the investigation it was revealed that the messaging had been ongoing for over eleven months between the teacher and student.

During the course of the investigation, investigators from Criminal Enforcement Division learned that Mills began having sexual intercourse with a juvenile during the summer of 2014. In addition, it was learned that Mills was also having sexual intercourse with an additional juvenile starting in March 2015.

Detectives are also investigating an armed robbery at a convenience store in the 2900 block of Boones Lane in Forestville. Two suspects demanded cash from an employee on May 19th at about 11:15 pm. During this four day weekend over 9,500 vehicles were stopped by troopers across the state. Preliminary statistics revealed approximately 6,843 traffic citations were issued along with approximately 4,764 warnings. In addition, 99 motorists were arrested for impaired driving, 28 people were arrested for various drug offenses and 72 were arrested for various criminal violations.

Getting ready for the busy holiday weekend had her out at all hours of the night, meeting customers. She had two deadhead girlfriends with her, say police, and they both had small amounts of weed.
