<h2>Baltimore County Schools Chief Dallas Dance Lied about Deals &; Schemes that Padded His Wallet for Officials Acts, Says State Prosecutor</h2>
<h3><span style="color: #800080; font-size: 16pt;">Indicted by Grand Jury for secret cash flow to his pocket</span></h3>
<p>TOWSON, MD. – Maryland State Prosecutor Emmet C. Davitt announced on Jan. 23, 2018, that the Baltimore County Grand Jury has returned an indictment charging Shaun Dallas Dance, former Superintendent of the Baltimore County Public Schools (BCoPS), with four counts of perjury arising from his Financial Disclosure Statements for 2012, 2013, and 2015.</p>
<p><span style="font-size: 12pt;"><a href="https://www.the-chesapeake.com/2014/05/21/two-deputies-injured-confrontations-dangerous-criminals-two-different-outcomes/amusement-park-government/" rel="attachment wp-att-3936"><img class="alignleft size-medium wp-image-3936" src="http://www.the-chesapeake.com/wp-content/uploads/2014/05/Amusement-Park-Government-237x300.jpg" alt="" width="237" height="300" /></a>The charges allege that from July through December 2012, Dance actively negotiated and in December 2012 signed, a no-bid contract between BCoPS and SUPES Academy, LLC, while working for SUPES and related company Synesi Associates LLC.</span></p>
<p><span style="font-size: 12pt;">Count I alleges that on his Financial Disclosure Form covering 2012, filed under oath in 2013, Dance falsely reported that he had no interest in any companies during 2012 and that he had no sources of earned income other than BCoPS, when in truth he owned Deliberate Excellence Consulting LLC and was personally paid $ 500.00 by SUPES and $13,500.00 from Synesi.</span></p>
<p><span style="font-size: 12pt;">During 2013, it is alleged that Dance was paid nearly $72,000.00 by Deliberate Excellence Consulting, for services rendered by Dance to Synesi, City of Providence Public Schools and Tompkins-Seneca-Tioga Board of Cooperative Education Services. Count II alleges that on August 29, 2016, Dance amended his 2013 Financial Disclosure Statement, filing an addendum under oath stating that he earned no income from Deliberate Excellence Consulting during 2013.</span></p>

<p><span style="font-size: 12pt;">It is alleged in Count III that Dance continued to own Deliberate Excellence Consulting, LLC, and personally had income of about $12,000.00 from other entities, yet reported under oath on his 2015 Financial Disclosure Statement, file in April, 2016, that he had no business ownership, and that he had no sources of earned income other than BCoPS and “DEC, LLC”.</span></p>
<p><span style="font-size: 12pt;">Finally, Count IV alleges that in August 2016, Dance amended his Financial Disclosure filing for 2015 by filing an addendum under oath stating that he earned nothing from Deliberate Excellence, LLC in 2015 although he received about $47,000.00 for services rendered by him through the company.</span></p>
<p><span style="font-size: 12pt;">State Prosecutor Emmet C. Davitt stated: “Parents of Baltimore County Public students should be able to trust that their Superintendent of Schools is carrying out his duties, honestly, with transparency and in the best interests of the students and the schools. Any violation of that trust is intolerable.”</span></p>

<p><span style="font-size: 12pt;">At all times pertinent, SHAUN DALLAS DANCE was employed by the Board of Education for Baltimore County (the Board) as Superintendent of Schools;</span></p>
<p><span style="font-size: 12pt;">From on or about August 28, 2012, through and including the present, SHAUN DALLAS DANCE owned and operated a business entity registered in Maryland as “Deliberate Excellence Consulting, LLC,” also known as “DEC, LLC” and “Deliberate Excellence Consulting,” (hereinafter, DELIBERATE EXCELLENCE);</span></p>

<p><span style="font-size: 12pt;">At all times pertinent, SUPES Academy, LLC (SUPES), Synesi Associates, LLC (Synesi), and ProAct Search, LLC (ProAct), were owned, operated and controlled by Gary Solomon, who owned 66 2/3% of each company, and his partner, Thomas Vranas, who owned 33 1/3% of each company. The companies were operated as a single entity, providing overlapping, integrated services and interchanging and overlapping funds, jobs and employees;</span></p>
<p><span style="font-size: 12pt;">At all times pertinent, SHAUN DALLAS DANCE was required by Baltimore County School Board Policy 8364, enacted pursuant to the authority contained in the Maryland Ethics Law, §5-817, General Provisions Article, Annotated Code of Maryland, and in accordance with COMAR § 19A.05.01, et seq. to file a financial disclosure statement in each year with the Baltimore County Public Schools Ethics Panel (Ethics Panel), under oath or affirmation, disclosing his financial affairs and documenting his business-related transactions during the preceding calendar year on the form provided by the Ethics Panel for that purpose in order to assure the public and the Board of Education that his impartiality and independent judgment was not impaired by conflicts of interest and to guard against improper influence and the appearance of improper influence;</span></p>
<p><span style="font-size: 12pt;">Between on or about July 1, 2012, and on or about December 4, 2012, at the instigation of the said SHAUN DALLAS DANCE, the Baltimore County Public Schools sought a contract with The SUPES Academy, LLC to provide customized leadership training services to the employees of the Baltimore County Public Schools;</span></p>
<p><span style="font-size: 12pt;">Between on or about July 1, 2012, and on or about December 4, 2012, SHAUN DALLAS DANCE actively and directly negotiated the terms of a no-bid contract for SUPES with Gary Solomon, Thomas Vranas, </span>and<span style="font-size: 12pt;"> Stephen Kupfer;</span></p>
<p><span style="font-size: 12pt;">On December 4, 2012, upon the recommendation of SHAUN DALLAS DANCE the Baltimore County Board of Education approved a contract with SUPES for up to $875,000.00. The contract that was signed and fully executed on December 21, 2012, was for $175,000.00 per year for the period December 7, 2012, through June 30, 2014, and permitted up to three 1-year extensions of the contract. By amendment effective July 1, 2014, signed on behalf of the Baltimore County Public Schools by SHAUN DALLAS DANCE, said contract was extended to June 30, 2015;</span></p>
<p><span style="font-size: 12pt;">From on or about January 22, 2013, through on or about March 29, 2015, the Baltimore County Public Schools made payments to SUPES on said contract totaling $525,000.00;</span></p>
<p><span style="font-size: 12pt;">From on or about November 30, 2012, through on or about November 20, 2013, Gary Solomon and Thomas Vranas, through SUPES and Synesi, paid SHAUN DALLAS DANCE approximately $90,000.00, in part directly and in part indirectly through DELIBERATE EXCELLENCE</span></p>
<p><span style="font-size: 12pt;">From at least November 2012 through and including June 2016, SHAUN DALLAS DANCE, in addition to his duties as superintendent, was engaged in providing consulting and other services to businesses, organizations and governmental entities, including SUPES, Synesi, Dulle Enterprises, Inc. dba Educational Research and Development Institutes, City of Providence Department of Public Schools, Tompkins-Seneca-Tioga Board of Cooperative Education Services, Richland County School District One, American Institutes for Research, Pasadena Unified School District, Pasadena Educational Foundation, Pennsylvania Association of School Administrators, and American Association of School Administrators, for compensation, individually and as Deliberate Excellence.</span></p>
<p><span style="font-size: 12pt;">COUNT I</span></p>
<p><span style="font-size: 12pt;">Perjury, 2012 Financial Disclosure</span></p>

<p><span style="font-size: 12pt;">This Financial Disclosure Statement describes all interests and related transactions and matters required to be disclosed by State Government Article, Title 15, Subtitle 8 of the Maryland Public Ethics Law, COMAR 19A.05, and Board of Education Policy 8364, with respect to the period indicated and pertaining to the person filing the Statement.</span></p>
