RAMPAGING MAUSEAN CARTER CHARGED IN SHOOTING SPREE
BALTIMORE, MD. — Baltimore City Police report that a man who terrorized Baltimore City on Dec. 15, 2017, has been arrested and held without bail.
On December 16, 2017, 30-year-old Mausean Vittorio-Quran Carter, of 3020 Oakford Avenue, Baltimore, Md., was arrested after shooting numerous people in Baltimore city.
Carter has been formally charged with 1st Degree Murder, 2nd Degree Murder, Reckless Endangerment, Attempted 1st Degree Murder, Attempted 2nd Degree Murder, as well as, Varying Degrees of Assaults and Weapons charges.
Carter was processed at the Baltimore City Central Booking Intake Facility, bail was denied.
Carter was charged with indictments with multiple criminal accounts associated with the armed carjacking that took place on Sept. 21, 2007. He entered a guilty plea to a count of theft and the other charges were dropped on Jan. 14, 2008 in Baltimore County Circuit Court. In a plea deal with the Baltimore County States Attorney, he was sentenced to one year and one day in jail. Perhaps in order to have voting rights restored for the 2012 election, or to get a job as a prison guard, Carter filed to have the criminal conviction expunged from his record. Court records reveal that didn’t happen when the prosecutor answered in court filings asking the request to be denied.
#330 — Northeast District — Baltimore City Police report that on December 15, 2017, at about 11:56 a.m., police were dispatched to the 4300 block of Roberton Avenue for a reported shooting.
When officers arrived on the shooting scene they observed a 25-year-old male suffering from gunshot wounds.
Medics were summoned and pronounced the victim deceased at the scene.
Homicide detectives were called to the location and assumed control of the investigation.

Southwest District — On December 15, 2017, at about 11:31 a.m., police were dispatched to the 3100 block of West North Avenue to investigate a reported shooting that occurred as a result of an active shooter.
When officers arrived at the location they discovered a 48-year-old male suffering from a gunshot wound to the knee.
Medics were summoned and transported the victim to an area hospital for treatment.
Citywide Shooting detectives responded to the scene and assumed control of the investigation.

Northern District — On December 15, 2017, at about 6:27 p.m., police were dispatched to the 800 block of Venable Avenue for a reported shooting.
When officers arrived on the shooting scene they observed a 49-year-old male suffering from a gunshot wound to the hip and chin.
Medics were summoned and transported the victim to an area hospital for treatment.

Northwest District — On December 15, 2017, at about 11:51 a.m., police were dispatched to the 5400 Wabash Avenue to investigate a reported shooting that occurred as a result of an active shooter.
When officers arrived at the location they discovered 58-year-old male suffering from a gunshot wound.
Medics were summoned and transported the victim to an area hospital for treatment.

Southern District — On December 14, 2017, at about 7:41 p.m., police were dispatched to the 1000 block of Boyd Street to investigate a reported shooting.
When officers arrived at the location they discovered a 19-year-old male suffering from a gunshot wound to the knee.
Medics were summoned and transported the victim to an area hospital for treatment.

The wounded strolled into hospital after getting lead poisoning
Southwest District — On December 14, 2017, at about 4:51 p.m., police were dispatched to the 900 block of Poplar Grove Street to investigate a reported shooting.
When officers arrived at the location they discovered a male suffering from a gunshot wound.
Medics were summoned and transported the victim to an area hospital for treatment. The victim died a short time later.
Homicide detectives responded to the scene and assumed control of the investigation.
Moments after the shooting was dispatched, two victims suffering from gunshot wounds walked into an area hospital seeking treatment. The victim’s injuries were not life-threatening.
