C. Just two weeks ago, three teens were charged with the slaying of another teen in a drug deal in Laurel and now two teens are charged with the murder of a homeless man in a park in Adelphi that took place on July 27, 2017. </span></p>

<p><span style="font-size: 12pt;">The teen charged as an adult was ordered to be allowed to stay in the custody of an adult in Prince Georges County and not be returned to his father in Colon, Panama. The ruling in 2016 involved a special immigration status as a minor child. Score a win for Panama.</span></p>
<p><span style="font-size: 12pt;">PG Police report that Homicide Unit detectives arrested the two teenage suspects in connection with the fatal stabbing of a 47-year-old man.</span></p>
<p><span style="font-size: 12pt;">One suspect is 14-year-old Elias Portillo of the 7900 block of 18th Avenue in Adelphi. He is charged as an adult. The second suspect is a 13-year-old male. He is charged as a juvenile. The suspects are charged with the murder of Francisco Sagastizado of no fixed address.</span></p>

<p><span style="font-size: 12pt;">On July 27th, at about 8:10 am, patrol officers with the Maryland-National Capital Park Police Department responded to the 7800 block of West Park Drive for an unresponsive male. When they arrived, the officers discovered the victim outside in the woods suffering from stab wounds. He was pronounced dead at the scene.</span></p>
<p><span style="font-size: 12pt;">A playground and homes are near the scene of the murder. </span></p>
<p><span style="font-size: 12pt;">The preliminary investigation reveals the victim was stabbed when he refused the suspects’ demands for money.</span></p>
<p><span style="font-size: 12pt;">Both suspects are charged with first and second-degree murder. Portillo is in custody of the Department of Corrections. The 13-year-old suspect is in custody of the Cheltenham Youth Detention Facility.</span></p>
<p><span style="font-size: 12pt;">“In this particular case our detectives believe that because of the robbery, because of the heinous nature of this crime, that being charged as an adult was warranted,&#8221; said Corporal Harry Bond with the Prince George’s County Police. Bond said that the police are having trouble finding any next of kin for the victim.</span></p>

<p><span style="font-size: 12pt;">Portillo faces a preliminary hearing in the District Court in Upper Marlboro, Md. On Aug. 21, 2017.</span></p>
<p><span style="font-size: 12pt;">Portillo was the subject of a petition in Prince Georges Circuit Court by plaintiff Norvia Lisette Martinez, of the above address, for custody and approval of factual findings to permit his application for special immigration juvenile status on June 18, 2015. The defendant, Elias Portillo, of Colon, Panama, contested the domestic family litigation.</span></p>
<p><span style="font-size: 12pt;">On March 28, 2016, the fate of the homeless man in the park who refused to be robbed by Portillo was sealed by Prince Georges County Circuit Court Judge Hassan El-Amin. Judge Amin ruled against the defendant’s request for joint custody by both adults and instead ruled that the Plaintiff </span>be<span style="font-size: 12pt;"> awarded “Sole Legal and Physical Custody of the minor child” and future murderer. “Pending further order of the court, Ms. Norvial Lisette Martinez shall be granted sole legal and physical custody”. Judge Amin ordered that the youth could stay in the United States that it is not in the best interests of the minor child to be returned to his parent’s previous country.</span></p>
