<p><span style="font-size: 12pt;">ELKTON, MD. &#8212; For a drug dealer, this woman is going to have to learn the first rule of being a drug dealer: don’t use your own stuff. With having a major amount of heroin in her possession, as police say that they found over 1,500 bags of heroin in her car, she must have just been a mule who decided to munch on the horse.</span></p>
<p><span style="font-size: 12pt;">Cecil County Sheriff Scott Adams reports that on June 21, 2017, at approximately 11:00 AM, Deputy First Class Joseph Kenley, and Senior Deputy First Class Joseph Costa of the Cecil County Sheriff`s Office Street Level Crimes Unit were on routine patrol in the area of Appleton Road and Elkton Road.</span></p>
<p><span style="font-size: 12pt;">At that time deputies observed an older model Oldsmobile sedan fail to stop at the solid red traffic signal at the intersection of Appleton Rd. and Elkton Rd. S/DFC. Costa then activated all emergency equipment in an attempt to conduct a traffic stop on the vehicle.</span></p>
<p><span style="font-size: 12pt;">The vehicle was swerving in its lane of travel and at one point the vehicle was straddling the center line of the roadway. The vehicle then pulled over on the right side of the roadway and came to a complete stop. Both deputies then approached the vehicle and began talking to the driver who identified herself through her Delaware Driver`s License as Alexis Lauryn McKinnon, 22, of 1404 Dyke Branch Road Dover, Delaware.</span></p>

<p><span style="font-size: 12pt;">While speaking to McKinnon deputies observed a small clear plastic baggie containing a solid white powder like substance sitting on her lap. Deputies recognized this substance as crack cocaine.</span></p>

<p><span style="font-size: 12pt;">McKinnon then handed DFC. Kenley two (2) bundles of heroin. DFC. Kenley then advised McKinnon that the vehicle and her person were going to be searched. McKinnon then handed DFC. Kenley approximately four (4) more bundles of heroin. At that time deputies advised Ms. McKinnon to exit the vehicle and she was placed into handcuffs and put into the back of the patrol vehicle. A search of the vehicle was then conducted by deputies.</span></p>
<p><span style="font-size: 12pt;"><a href="https://www.the-chesapeake.com//2017/02/12/dwi-hit-parade-given-plea-deal-by-carroll-county-states-attorney-in-2014-conrad-thorpe-charged-with-dui-again-when-he-killed-boy-on-bike/plea-deals-2/" rel="attachment wp-att-12537"><img class="alignleft wp-image-12537" src="https://www.the-chesapeake.com//wp-content/uploads/2017/02/Plea-Deals-1-300x188.jpg" alt="" width="400" height="251" /></a>On the passenger side seat of the vehicle was a brown and black Michael Kors purse. Located inside of the purse were four (4) and a half individually wrapped packages, each package containing several hundred clear plastic baggies containing blue in color stamped wax paper with a white in color powder like substance. Deputies recognized the powder like substance to be suspected heroin. The packages contained a total of 1,310 bags of suspected heroin.</span></p>
<p><span style="font-size: 12pt;">Sheriff Adams reports that the heroin was packaged in what is commonly known as a &#8220;Stick.&#8221; Also in the vehicle, in a bag separated from the &#8220;sticks&#8221; of suspected heroin, deputies located several blue, stamped wax paper bags containing suspected heroin. It should be noted that this suspected heroin was packaged differently than the large quantity of suspected heroin found on the passenger seat and was labeled with a different stamp. Also located in this area of the vehicle, were several hypodermic needles. The total amount of heroin seized during the traffic stop was 1510 baggies.</span></p>
<p><span style="font-size: 12pt;">A further search of the vehicle revealed a small plastic baggie containing a large amount of small, multi-colored rubber bands. These types of rubber bands are commonly used to bind together individual bags of heroin to prepare for sale. Ms. McKinnon was then transported back to the Cecil County Sheriff`s Office for further processing. Ms. McKinnon was processed and then transported to the District Court Commissioner’s office located at 170 E. Main St. Elkton, MD 21921 where she was reviewed on the following charges: CDS Possession with Intent to Distribute, Possession of Controlled Dangerous Paraphernalia, CDS Possession (Heroin), CDS Possession (Crack Cocaine).</span></p>

<p><span style="font-size: 12pt;">When arrested for possession and distribution of drugs by Maryland State Trooper K. Braightmeyer assigned to the Centreville Barrack on March 11, 2015, McKinnon entered into a plea deal with Kent County States Attorney Harris P. Murphy on May 28, 2015. THE DEAL: Perhaps due to his background as a public defender where his goal was to remove any chance of imprisonment from the judicial glide path of his clients, Murphy decided to throw the Heroin Queen of the Eastern Shore back into the center of a population that is ingesting all of the dangerous drug possible until they overdose and die. Thus, Murphy agreed to a sentence of 15 months in jail, suspended to 15 months with probation ending on Nov. 28, 2016. In return for this light sentence, McKinnon entered a guilty plea to possession of drugs, not marijuana, and one count of distribution was put on the Stet Docket, and two counts of possession of paraphernalia were dropped. The value of the deal agreed to by Murphy can be assessed by the fact that McKinnon had violated her probation and a warrant was issued for her arrest on Nov. 23, 2015, according to court records.</span></p>
<p><span style="font-size: 12pt;">When arrested on the new charge, the warrant for violating her probation which was issued last year was served on her. By June 22, 2017, she was released from jail just in time for the busy Fourth of July holiday heroin season at the beach, guaranteeing job security for EMS workers and deputies who now rush to the scene of overdoses with Naloxone.</span></p>
