<h2>Talbot County Sheriff Police Beat / Hooked on Smack? Justin Douglas Lowery and Brandi Wright nabbed on Highway to Heroin Heaven</h2>
<p><span style="font-size: 12pt;">EASTON, MD. – Joining the happy users of heroin club in Maryland this week is another lucky winner from Talbot County, Md. One of them has a friend in Talbot County States Attorney Scott Patterson and can expect another easy deal when he gets to court.</span></p>
<p><span style="font-size: 12pt;">According to Lt. John Bollinger of the Talbot County Sheriff’s Department, on December 16, 2016, Deputies from the Talbot County Sheriff&#8217;s Office stopped a motor vehicle on Marlboro Avenue near the Easton Parkway for an equipment violation.</span></p>

<p><span style="font-size: 12pt;">The Deputies identified the driver as <strong>Douglas Winslow Lowery</strong> and the two passengers as <strong>Justin Douglas Lowery</strong>, 32 of Tilghman, Maryland, and <strong>Justin Keith Lowery</strong>. Talbot County Sheriff’s Office K-9 Fred scanned the vehicle with a positive alert for controlled dangerous substances. </span></p>
<p><span style="font-size: 12pt;">After a search of the vehicle and the passengers, police report that Justin Douglas Lowery of 21365 Foster Ave., Tilghman, Md., was found to be in possession of seven capsules and a syringe containing heroin. </span></p>
<p><span style="font-size: 12pt;">Douglas W. Lowery, of 21365 Foster Place, Tilghman, Md., had an open bench warrant from Nov. 29, 2016, for theft and bond was set for $10,000 by a District Court Judge. A taxpayer provided public defender entered an appearance in the case on Dec. 13, 2016.</span></p>
<p><span style="font-size: 12pt;">Justin Douglas Lowery was placed under arrest by Deputy Willey and charged with possession of heroin and possession of paraphernalia. Justin Douglas Lowery was taken before the District Court Commissioner; his release information was not available.</span></p>

In the plea deal five other drug-related charges, including possession of drugs on school property were dropped by Patterson. In return, Justin Douglas Lowery entered a guilty plea to possession of drug paraphernalia and was fined $442.50 with no jail time.</span></p>
<p><span style="font-size: 12pt;">Justin Douglas Lowery was charged by Talbot Deputy Rush on May 11, 2014, with charges of possession of heroin and paraphernalia. On Aug. 4, 2014, in a plea deal with Patterson, Lowery entered a guilty plea to the lesser charge of possession of drug paraphernalia and was fined $242.50 and received no jail time.</span></p>
<p><span style="font-size: 12pt;">Talbot States Attorney Patterson filed a criminal charge against Justin Douglas Lowery on March 28, 2013, for distribution of drugs, furnishing alcohol to minors and possession of marijuana. On Aug. 8, 2013, Patterson dropped all the charges.</span></p>
<p><span style="font-size: 12pt;">Douglas W. Lowery is the son of the late Maynard Lowery, a legendary builder of ‘catboats’ on Tilghman Island, who was from a family of generations of boat builders.</span></p>
<h2>Brandi’s Great Heroin Adventure</h2>

Instead of incarceration, States Attorneys Scott Patterson, of Talbot County, and William Jones, of Dorchester County, have pursued, without success, avenues of drug court, probation and continued endangerment of the public by allowing this repeat offender to continue to be outside of a jail cell.</span></p>
<p><span style="font-size: 12pt;">Talbot County Sheriff Joe Gamble – who campaigned in 2014 on getting tough on drugs, reports that on December 12, 2016, Deputies from the Talbot County Sheriff’s Office stopped a vehicle driven by Brandi Leigh Wright, 31, of 3872 Harrison Circle, Trappe, Maryland on Ocean Gateway in the area of Skipton for a moving violation. <p><span style="font-size: 12pt;">K-9 Raven was on scene and conducted an open-air exterior sniff of the vehicle. Raven provided a positive alert to the presence of the odor of narcotics. A search of the vehicle and Wright was conducted. </span></p>

<p><span style="font-size: 12pt;">Wright has been ticketed for driving at high rates of speed in the last two years, once for doing 103 mph in a 55-mile zone and another for driving at 80 mph in a 55 zone. Neither ticket required a personal appearance in court, and she paid fines in both cases.</span></p>
<p><span style="font-size: 12pt;">On Oct. 30, 2012, Wright was charged in Talbot County District Court with first-degree burglary, second-degree burglary, third-degree burglary, fourth-degree burglary, theft, and forgery. Two charges were dropped, and four were put on the Stet Docket on March 6, 2013, in a plea deal between Talbot County States Attorney Scott Patterson and a taxpayer provided public defender, Tamara Vaughn Whelan Stofa. The complainant in the case was Martha L. Wright. Wright was incarcerated for a total of two days before being released on personal recognizance prior to the plea deal.</span></p>

<p><span style="font-size: 12pt;">Charged with drug offenses on Feb. 27, 2013, in District Court for Dorchester County, Wright was represented by attorney Jason Ott of Baltimore, Md., when she entered into a plea deal with Dorchester County States Attorney William Jones. Wright was allowed to enter a plea to the lesser charge of possession of drug equipment used for administering heroin, and her plea was guilty in exchange for three years in jail with all three years suspended. Probation was to run until Feb. 27, 2016, but on Oct. 23, 2012, she was held in default of the terms of her probation due to an arrest by Cambridge City Police, with bail set at $27,000. Since this is the Alice in Wonderland Judiciary of Maryland, the next day, Oct. 24, 2012, she was released from jail on her personal recognizance.</span></p>
<p><span style="font-size: 12pt;">On Dec. 19, 2011, Wright was charged with distribution of drugs. <p><span style="font-size: 12pt;">Wright was charged in Talbot Circuit Court with five counts of burglary and theft on June 3, 2004. On Nov. 12, 2010, she entered a guilty plea to theft and the Talbot County States Attorney dropped the remaining charges. She was sentenced to three years in jail with all the jail time but one year suspended. She was given credit for 97 days of time served and ordered to pay $5,926 in restitution.</span></p>

<p><span style="font-size: 12pt;">Easton woman arrested for gun theft, burglary of Deep Creek Road home EASTON — Talbot County Sheriff’s Office arrested an 18- year-old Easton woman following the investigation of a burglary and gun theft June 3 at a home on Deep Creek Road. Brandi Leigh Wright was charged with first-, third- and fourth-degree burglary and two counts of felony theft over $500, according to police.</span></p>
<p><span style="font-size: 12pt;">According to charging documents, Wright was in a car that was stopped in the Easton area, and two guns were found in the back seat. Police said one of the guns was a .30 Hart, valued at $4,200; the other was a 30-06 Remington Model 742 Woods Master with a scope valued at $650. Both of the guns were identified by Lt. Robert L. Hobbs and Cpl. Steven Gadow as being two of the guns stolen from a house at 24921 Deep Creek Road.</span></p>
<p><span style="font-size: 12pt;">Samuel R. Leonard III of Royal Oak told police someone broke into his home and stole more than 15 rifles, shotguns, and handguns. Leonard later placed an ad in The Star Democrat offering a $10,000 reward for information leading to the arrest and conviction of those responsible. After she had been read her Miranda rights, Wright said she participated in the breaking and entering and gun theft at the house, according to charging papers. Wright said she was a passenger in the car that picked up others who also were involved, and said she helped load items from the burglary that were hidden in the woods near the house, charging papers said. Jose Edgardo Cruz, 23, of Cambridge, Angel Luis Orengo, 19, of Easton and Alison Ann Lednum, 21, Easton also were arrested in connection with the gun thefts.</span></p>
<p><span style="font-size: 12pt;">Lednum also faced one count of fourth-degree burglary, but the charges against her were dismissed July 14. The charges against Orengo were forwarded to circuit court following a preliminary hearing in June. Jose Cruz’ brother, Francisco Javier Cruz, 18, of 714 Douglas St., Cambridge, is wanted in connection with the stolen firearms on first-degree burglary and felony theft charges.</span></p>
<h3><span style="font-size: 12pt;">Brandi Wright threatened to kill criminal cohort in beef about stolen guns</span></h3>
<p><span style="font-size: 12pt;">The Cruzes and Wright are accused of threatening to kill Orengo June 6 over a dispute about stealing weapons, charging papers said. Orengo was able to get away and flee into downtown Easton, while Francisco Cruz chased him on foot, and Jose Cruz and Wright pursued him in the car, according to charging papers.</span></p>

<p><span style="font-size: 12pt;">Orengo called police from the Avalon Theatre, and Wright and the Cruzes fled to the Brickyard Lane area. Following a search that included a state police helicopter, police found Wright in the car with the two guns, charging papers said. Jose Cruz was found a short time later, charging papers said.</span></p>
<p><span style="font-size: 12pt;">Cruz and Wright each were charged with first- and second- degree assault, reckless endangerment and carrying a deadly weapon with the intent to injure. Police issued a criminal summons for Francisco Cruz charging him in that case with second- degree assault and conspiracy to commit first-degree assault. Police said other weapons stolen in this incident still have not been recovered.</span></p>
