<h4>Jason T. O&#8217;Reilly Lynch cited with 5th DWI, but court records show nearly all of his arrests vanish when the prosecutor appears</h4>
<p>SNOW HILL, MD. (Sept. 15, 2014) According to Worcester County Sheriff&#8217;s deputies report that on September 11, 2014 around 9:00 pm a Deputy on patrol on Route 113 north of Shad Landing observed a vehicle that was traveling north bound on the south bound shoulder.</p>
<p>The Deputy had to travel north to a turn around and by the time he did, the vehicle was in the yard of 3739 Worcester Hwy and when the deputy turned on his spot light, the vehicle fled through the yard to the rear of the house.</p>
<p>The Deputy reports that he then drove to the house and located the vehicle with the operator and a passenger exiting the vehicle.</p>
<p>The Deputy contacted the operator, Jason T. O’Reilly Lynch, 35, of Snow Hill, and asked what he was doing. The Deputy noticed that Lynch was having difficulty maintaining his balance and had a strong odor of alcoholic beverage. Lynch refused field sobriety tests and was arrested. Lynch was charged with Driving Under the Influence of Alcohol and Driving While Impaired by Alcohol. Lynch was later released pending a court date in the Snow Hill District Court.</p>
<h3><strong>Lynch has a friend in the Courthouse; four prior DUI arrests have mostly vanished </strong></h3>
<p>Lynch has a long criminal arrest record, of which most charges were dropped by the Worcester County States Attorney, which includes the following:</p>
<ul>
<li>Charged by Maryland State Trooper Tony Morton with malicious property destruction on June 29, 1999. Lynch appeared in court on Aug. 27, 1999 when he was found guilty in Worcester County District Court and fined $300 with $150 of the fine suspended by the Judge. There was no court record of any restitution for the property that he was found guilty of destroying.</li>
<li>Charged in Worcester County District Court on July 30, 1999 with burglary by Deputy Andrew Nicholson.</li>
<li>Charged with operating an unregistered vehicle on Gunpoint Road by Worcester County Sheriff’s Deputy A. McGee on June 8, 2000, and facing a $270 fine, Lynch engaged the services of Christopher Palmer of Ocean City who convinced the Worcester County States Attorney to drop the charges on Sept. 21, 2000. Numerous charges for underage possession of alcohol were also dropped during that time period.</li>
<li>Charged with <strong>DWI</strong> on May 5, 2002, Lynch took the case to the Circuit Court and arranged a plea deal with the States Attorney for Worcester County, Md. Eight counts of DWI and reckless driving were dropped and Lynch entered a guilty plea on July 10, 2002 with a statement of facts and picked up a sentence of thirty days in jail with the court immediately approving work release. No fine was assessed against him by the Judge.</li>
<li>Charged also on June 8, 2003 by Deputy McGee with <strong>DWI</strong>, he entered a guilty plea on April 21, 2003. Lynch was represented by the Public Defender Worcester County and in a plea deal with the States Attorney, entered a guilty plea which resulted in a $500 fine and sixty days in jail. According to court records, he was immediately granted parole and by May 16, 2003 had failed to pay his fine.</li>
<li>Charged with two counts of possession of marijuana by Maryland State Police Trooper Black on Sept. 20, 2000, both charges were dropped by the Worcester County States Attorney on Dec. 1, 2000.</li>
<li>Charged on May 31, 2004 with charges of assault, malicious property destruction and possession of drugs by Maryland State Police Trooper Timothy J. Corbin, all charges were dropped by the Worcester County States Attorney on July 14, 2004. Court records do not reflect any attorney or public defender cooking this deal for Lynch, he apparently has a lot of juice with the prosecutor.</li>
<li>Charged with resisting arrest on June 2, 2004, Lynch appeared in Worcester County District Court on July 19, 2004 and the charge was dropped by the States Attorney.</li>
<li>Charged with assault on July 15, 2006, by Maryland State Police Trooper Sigmund, Lynch was represented by Marc Zeve of Berlin in Worcester County District Court on March 23, 2007. He entered a guilty plea in a deal with the States Attorney which netted him a fine of $400.50 and court costs along with three months in jail.</li>
<li>Charged with <strong>DWI</strong> on May 11, 2013 by Worcester County Sheriff’s Deputy Guylas, the charge against Lynch was dropped by Worcester County States Attorney on Aug. 12, 2013.</li>
<li>Charged with speeding on U.S. 113, the Worcester County States Attorney dropped the charges on Aug. 12, 2013. A charge of driving while suspended was also dropped by the Worcester County States Attorney on that date, with Ocean City attorney Richard A. Parolski representing him.</li>
<li>Charged with<strong> DUI</strong> by Worcester County Sheriff’s Deputy C. Laramore on May 30, 2014 at 10:51 pm while southbound on U. S. 113 he appeared in court on Sept. 8, 2014. The Worcester County States Attorney put this DUI on the stet docket, which means that Lynch has to obey all laws or the case can be revived. There was no jail time or fine associated with this deal by the prosecutor and Lynch was represented by M. Dean Jenkins of Ocean City, Md.</li>
<li>Charged with operating an unregistered vehicle on U.S. 113, this charge placed against him on May 30, 2014, as well as a charge of failing to remain at the scene of an accident involving property damage were also placed on the stet docket by Worcester County States Attorney.</li>
</ul>
<p><strong>(Editor’s Note: Joel Todd (D.) was Worcester County States Attorney until January of 2011 when Beau Oglesby (R.) who had defeated him in the 2010 General Election was sworn into office. Oglesby had lost a narrow race against Todd in 2006 and won in 2010 by about 80 votes. Oglesby is opposed in the 2014 election by Democrat Michael W. Farlow. Whatever great get-out-of-jail free card that Lynch holds has apparently been good with both the current and former prosecutor.)</strong></p>
