ANNAPOLIS, MD. – One member of Gov.-Elect Larry Hogan’s new cabinet members has been there before, in fact, more than one. But Homeland Security designee Thomas E. “Tim” Hutchins is the only one who has served both as a Cabinet member and while in that post, pulling a suspected DUI driver off a Maryland highway.
According to his plea agreement, from June through August 23, 2012, Gibson conspired with others to distribute and possess with intent to distribute cocaine hydrochloride and cocaine base in Queen Anne’s County, Maryland. Gibson helped distribute cocaine and other drugs, and made drug deals on the phone in cooperation with his coconspirators. On August 23, 2012, law enforcement officers executed a search warrant at a residence and stash location partly maintained by Gibson, and seized quantities of powder cocaine.
It was reasonably foreseeable to Gibson that between 500 grams and two kilograms of cocaine would be distributed to others during the conspiracy.
At least 250 images, including videos, of child pornography were recovered from the seized items. Logs and chats involving Ellis were also recovered from one of the laptop computers and hard drive. The recovered chats included conversations in which Ellis stated that he was having sex with a 13-year old girl and that he had been having sex with her for approximately two years. Ellis also sent a photo of the girl to the person with whom he was chatting. The child was identified and interviewed by law enforcement.
