Samuel E. Pu Tzoy charged with DUI after hit and run caused triple rollover, crash into cop car and stop sign blast

LEWES, DEL.  – Delaware State Police report that Troopers have arrested a 26-year-old Lewes man with various traffic charges after he crashed into an SUV and then fled into Lewes where he struck a police car.

The incident occurred around 6:50 p.m. Sunday October 4, 2015, as Samuel E. Pu Tzoy was operating a 2002 Toyota Celica westbound on Clay Road approaching a posted stop sign at the intersection with Westcoats Corner Road. Pu Delaware State Police choose your rideTzoy failed to stop at the stop sign and struck the passenger’s side of a 2001 Jeep Cherokee being operated by Bradford S. Morris, 62, of Lewes.

The impact caused the Jeep to overturn several times before coming to a stop. Pu Tzoy initially came to a stop on the shoulder of Westcoats Corner Road before pulling away and traveling eastbound on Savannah Road (US9) where he struck the rear of a Lewes Police Department vehicle as it was attempting to assist with a traffic stop on the Celica.

Bradford Morris and his 56-year-old wife, Guadalupe, were properly restrained and transported to Beebe Healthcare where Guadalupe was admitted with serious injuries. She was later transported to Christiana Medical Center. Bradford Morris was treated at Beebe for non-life-threatening injuries.

Pu Tzoy was taken into custody without further incident and transported back to Troop 7 where he was charged by troopers with Vehicular Assault 1st, Leaving the Scene of a Collision Resulting in Injury, Failure to Stop at a Stop Sign, Driving without a Valid License, and various other traffic related charges. Lewes Police Department also charged Pu Tzoy with Driving Under the Influence of Alcohol, Disregarding a Police Officer’s Signal, Reckless Driving, and other traffic offenses. He was arraigned at JP3 and committed to Sussex Correctional Institution on $7,201.00 cash bond on all charges.
