they will honor and remember a state trooper who gave his life in the line of duty before many of them were born&comma; but whose legacy continues to inspire the men and women of the Maryland State Police&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p><strong>Corporal Theodore D&period; &OpenCurlyDoubleQuote;Ted” Wolf&comma;<&sol;strong> 40&comma; a 16-year veteran of the Maryland State Police&comma; was shot and killed early on the morning of March 29&comma; 1990&period; Assigned to the <strong>Waterloo Barrack<&sol;strong>&comma; Corporal Wolf was patrolling I-95 near Rt&period; 175&comma; when he stopped a vehicle for speeding&period; He did not know the vehicle was stolen and occupied by two career criminals who had recently been convicted of armed robbery and were due to start their sentences in a few days&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>At about <span class&equals;"aBn" tabindex&equals;"0" data-term&equals;"goog&lowbar;1184925910"><span class&equals;"aQJ">4&colon;00 a&period;m&period;<&sol;span><&sol;span> that day&comma; an off-duty Washington&comma; D&period;C&period; <strong>Metropolitan Police officer<&sol;strong> stopped when he saw the patrol car on the shoulder with its emergency lights on and no other vehicle around&period; He found Cpl&period; Wolf in the front seat of the patrol car&period; Following an intense and extensive investigation&comma; the two suspects were arrested and convicted of the murder of Cpl&period; W&period; Bush<&sol;strong> and his wife&comma; Barbara&period; Lt&period; Robert Johnson&comma; commander of the Waterloo Barrack at the time&comma; said President Bush told Cpl&period; Wolf’s sons &OpenCurlyDoubleQuote;…&period;they should be proud of their dad because he was in law enforcement and that these days&comma; 1974&comma; as a member of the <strong>72nd Trooper Candidate Class<&sol;strong>&period; Members of his class remembered him as &OpenCurlyQuote;one of the most athletic persons’ they had ever seen&period; His first son&comma; Ted Jr&period;&comma; was born while Cpl&period; Wolf was in Academy training at the firearms range&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>Cpl&period; Wolf’s file was full of commendations and letters of appreciation&period; His work ethic was unequaled and his example was followed by the troopers he supervised&comma; the other troopers at the Waterloo Barrack&comma; and troopers throughout the Department&period; When he was not working&comma; Cpl&period; Wolf was spending time with his three sons&comma; or playing softball with the Maryland State Police softball team&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>His performance as a trooper earned him nominations that included Trooper of the Year&comma; a lifesaving award&comma; Maryland State Police Alumni Association Trooper of the Year&comma; Maryland Law Enforcement Officer Association Police Officer of the Year&comma; and multiple Employee of the Month awards at the barrack&period; In February 1990&comma; Lt&period; Johnson nominated Cpl&period; Wolf for the Baltimore Evening Sun’s Police Officer of the Year Award&period; Cpl&period; Wolf attended the Evening Sun’s award ceremony on March 25th&comma; four days before he was murdered&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>Although Cpl&period; Wolf only served 16 years as a trooper before his life was taken&semi; his example and memory have never stopped inspiring the men and women who have worn the same uniform since&period; Just yesterday&comma; Colonel William M&period; Pallozzi took the oath of office as Superintendent of the Maryland State Police&period; Colonel Pallozzi was assigned to the Waterloo Barrack when he graduated from the State Police Academy in 1989&period; To this day&comma; he remembers the instruction and guidance given to him by Cpl&period; Wolf and the influence Cpl&period; Wolf’s work ethic had on him&period; Colonel Pallozzi also remembers talking with Cpl&period; Wolf and other troopers that night during a shift change as he went off duty&period; Hours later&comma; then Trooper Pallozzi would be recalled to duty to assist in the investigation of Cpl&period; Wolf’s murder&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>The current commander of the Waterloo Barrack&comma; <strong>Lt&period; Shane Bolger<&sol;strong>&comma; was just 15 when Cpl&period; Wolf was killed&comma; but he clearly remembers when it happened&period; &OpenCurlyDoubleQuote;He set the example for young troopers like me&comma; when I graduated in 1996&comma;”<em><strong> Lt&period; Bolger said&period; &OpenCurlyDoubleQuote;Cpl&period; Wolf was supposed to be off the night he was killed&period; He said he had to come in for duty because that was the first night the new trooper he had just trained would be patrolling on his own&period; You don’t often see that type of connection&comma; dedication&comma; and devotion&period;” <&sol;strong><&sol;em><&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>Cpl&period; Ted Wolf&comma; a loving husband&comma; is extensive&period; Tirado&&num;8217&semi;s trial commenced on June 17&comma; 1991&comma; and concluded about a month later on July 18&comma; 1991&period; &lpar;Beginning April 17&comma; 1991&comma; and ending on June 12&comma; 1991&comma; a total of seven days of pre-trial motions hearings were held&semi; jury selection began on June 13&comma; 1991&period;&rpar; Numerous witnesses testified at Tirado&&num;8217&semi;s trial&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>On March 29&comma; 1990&comma; <strong>John Anderson<&sol;strong> was driving a tractor-trailer northbound on I-95 at a speed of about seventy-two miles per hour&period; He and the driver of a car were &&num;8220&semi;running parallel at approximately the same speed&period;&&num;8221&semi; Anderson saw a State trooper pull his police vehicle in between the tractor-trailer and the car&semi; he then saw the trooper drop back behind the car and activate his car&&num;8217&semi;s emergency lights&period; The trooper and the driver of the car continued at the same speed for &&num;8220&semi;approximately five-eighths of a mile&period;&&num;8221&semi; He noticed that there were two occupants in the car&period; When the trooper turned on his spotlight&comma; the light &&num;8220&semi;reflected off the rearview mirror and &lbrack;lit&rsqb; the driver&&num;8217&semi;s face up&period;&&num;8221&semi; Subsequently&comma; in November 1990&comma; while watching television&comma; Anderson saw the driver of the car being escorted in handcuffs by the police&period; Anderson recognized Tirado as being the driver of the car&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>Also&comma; on March 29th&comma; <strong>Wilbur Farver <&sol;strong>was driving his truck northbound on I-95 sometime between 3&colon;54 and 3&colon;56 a&period;m&period; He noticed&comma; alongside the highway&comma; a State trooper&&num;8217&semi;s vehicle with its lights on and a car stopped in front of it&period; Farver saw &&num;8220&semi;a male get out of the front right side of the trooper&&num;8217&semi;s car&period;&&num;8221&semi; He noticed that the male &&num;8220&semi;just slowly walked up to the car that was apparently stopped in front of the trooper&period;&&num;8221&semi; The door of the police vehicle was left open&period; He then saw the man open the passenger door of the car&comma; lean inside&comma; and talk to the person seated inside&period; The occupant was leaning from the driver&&num;8217&semi;s side to the passenger&&num;8217&semi;s side&period; He then observed the man slowly walk back to the police vehicle&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>Later that morning&comma; at around 4&colon;00 or 5&colon;00 a&period;m&period;&comma; <strong>Officer Robert Loproto of the District of Columbia Metropolitan Police Department <&sol;strong>was traveling northbound on I-95 when he observed Corporal Wolf seated in a State Police vehicle with his head &&num;8220&semi;slightly down&period;&&num;8221&semi; The vehicle&&num;8217&semi;s interior lights&comma; emergency lights&comma; and headlights were on&period; Officer Loproto stopped&comma; walked toward the passenger side of the vehicle&comma; and saw &&num;8220&semi;blood on the front seat and &&num;8230&semi; blood all over &lbrack;Trooper Wolf&&num;8217&semi;s&rsqb; face&period;&&num;8221&semi;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>At about 5&colon;15 a&period;m&period;&comma; <strong>Officer Louis Martin of the Baltimore County Police Department <&sol;strong>responded to a call for a suspected stolen vehicle discovered behind a local restaurant&period; He saw what he believed to be blood inside the car and on the car&&num;8217&semi;s exterior&period; He found the &&num;8220&semi;charred remains of what &lbrack;he&rsqb; believed to be a trooper&&num;8217&semi;s warning book&comma; on the ground&comma; approximately ten feet in front of the car toward the back door of &lbrack;the restaurant&rsqb;&period;&&num;8221&semi;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p><strong>James Simms&comma; a fingerprint expert with the Maryland State Police Department<&sol;strong>&comma; testified that Tirado&&num;8217&semi;s fingerprints matched three fingerprints recovered from the driver&&num;8217&semi;s side of the stolen car&period; According to Simms&comma; Tirado&&num;8217&semi;s right ring fingerprint was &&num;8220&semi;positively identical in friction ridge characteristics to the blood print taken from the armrest&&num;8221&semi; of the car&period; Tirado&&num;8217&semi;s fingerprints were also matched to three prints recovered from the clothing store bag found in the car&&num;8217&semi;s back seat&period; The fingerprints of Tirado&&num;8217&semi;s accomplice&comma; <strong>Francisco Rodriguez<&sol;strong>&comma; were found on papers that belonged to the car&&num;8217&semi;s owner&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p><strong>Sharon Dubey<&sol;strong>&comma; a forensic serologist with the Maryland State Police&comma; testified that&comma; based on tests conducted on the blood stains found in the stolen car and in the police vehicle&comma; Corporal Wolf was the sole source of the blood&comma; and Tirado and Rodriguez were excluded as possible sources&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p><strong>James Kaplan<&sol;strong>&comma; a former Maryland assistant medical examiner and an expert in forensic pathology&comma; performed the autopsy of Corporal Wolf&period; In his opinion&comma; Corporal Wolf sustained gunshot wounds to the lips&comma; right cheek&comma; and back of the head&period; According to Kaplan&comma; Corporal Wolf was first shot in the lips&comma; which caused his head to droop&comma; and was subsequently shot in the cheek&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p><strong>F&period;B&period;I&period; Special Agent Robert Spaulding<&sol;strong>&comma; an expert in bloodstain pattern analysis&comma; testified that the blood stain patterns in the police vehicle&&num;8217&semi;s front and back seat areas were &&num;8220&semi;consistent with the wounds that he suffered&comma;&&num;8221&semi; but he &&num;8220&semi;would not necessarily feel comfortable associating them with either particular shot&period;&&num;8221&semi;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p><strong>Professor Herbert Leon McDonald<&sol;strong>&comma; also an expert in bloodstain analysis&comma; testified that &&num;8220&semi;both shots were fired from outside of the door &lbrack;of the trooper&&num;8217&semi;s car&rsqb;&period;&&num;8221&semi; He posited that the &&num;8220&semi;back seat is uniformly spattered&comma; and if a person were in the back seat&comma; they would have intercepted the blood&period;&&num;8221&semi; He opined that no one could have been in the back seat when the shot was fired that caused the blood spatter in the vehicle because there were &&num;8220&semi;no streaks or smears anywhere on the front or the back seat&period;&&num;8221&semi;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>Edgar Devarie &lpar;Devarie&rpar;&comma; a friend of Tirado&&num;8217&semi;s&comma; testified that&comma; during the first week of April 1990&comma; he went to Tirado&&num;8217&semi;s family&&num;8217&semi;s house in New York City to visit Tirado and Rodriguez&period; Tirado told Devarie that he shot a police officer&period; Tirado explained to Devarie that he and Rodriguez were traveling from Virginia through Maryland in a stolen car&period; Tirado said that he was the driver of the car&comma; and that he was speeding&period; Tirado told Devarie that he stole the car because he did not have enough money to get back to New York&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>According to Devarie&comma; Tirado told him that a State trooper pulled over the stolen car&comma; and after talking with Tirado&comma; walked back to his vehicle with Tirado&&num;8217&semi;s license and registration&period; At that point&comma; Tirado and Rodriguez discussed who would kill the officer&period; Tirado said&comma; &&num;8220&semi;I&&num;8217&semi;ll do it&period;&&num;8221&semi; Rodriguez handed Tirado a&period;357 magnum and Tirado &&num;8220&semi;put it in his pants&period;&&num;8221&semi; The trooper then told Tirado and Rodriguez to come to his vehicle&comma; and Tirado got in the front passenger seat of the police vehicle&comma; and Rodriguez got in the back&period; The trooper then told Rodriguez to close the door&comma; and Rodriguez got out of the vehicle to go close the door of the stolen car&period; The trooper said&comma; &&num;8220&semi;Hey&comma; what are you doing&quest; Where are you going&quest;&&num;8221&semi; Rodriguez said he was going to close the door of the car&comma; and the trooper said&comma; &&num;8220&semi;No&comma; not that door&comma; this door&period;&&num;8221&semi; Then Rodriguez got in the back seat of the car&comma; and the trooper started to write a ticket&period; Tirado then pulled out the gun and shot Corporal Wolf&period; Tirado told Devarie that the trooper &&num;8220&semi;straightened up&comma; opened his eyes&period;&&num;8221&semi; Because &&num;8220&semi;he didn&&num;8217&semi;t know where the first bullet went&comma;&&num;8221&semi; Tirado shot the trooper a second time in the head&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>Tirado went on to tell Devarie that&comma; after he shot the trooper&comma; he took the ticket book&comma; his driver&&num;8217&semi;s license&comma; and other papers&period; He then &&num;8220&semi;cleaned up a bit&comma; and he ran&period;&&num;8221&semi; The two men got back in the stolen car and drove to the next exit and abandoned the vehicle&period; As they ran away&comma; they burned Corporal Wolf&&num;8217&semi;s ticket book because it had Tirado&&num;8217&semi;s name on it&period;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<p>Finally&comma; Rosalinda Santos&&num;8217&semi;s prior recorded statements were admitted into evidence&period; Before Tirado and Rodriguez left for New York&comma; Santos heard Rodriguez exclaim that &&num;8220&semi;&lbrack;h&rsqb;e was so mad that if somebody got in his way or stopped or stopped him he would kill the person&period;&&num;8221&semi; She overheard Rodriguez say&comma; &&num;8220&semi;I have nothing to lose&semi; I&&num;8217&semi;m going to jail&period;&&num;8221&semi; Santos added that he said he &&num;8220&semi;hates police&period;&&num;8221&semi;<&sol;p>&NewLine;&NewLine;&NewLine;&NewLine;<h3 class&equals;"wp-block-heading">THE KILLERS&colon;<&sol;h3>&NewLine;&NewLine;&NewLine;&NewLine;<h4 class&equals;"wp-block-heading"><span style&equals;"font-size&colon;
