<h2>DWI HIT PARADE What was Kenneth Black trying to keep the cops from finding in his car?</h2>
<p><span style="font-size: 12pt;">NORTH EAST, MD. – A wise guy, likes drugs, maybe booze too added to a hot Dodge and what do you get? Add in a hot-rod race which would have made the Dukes of Hazards jealous, the only thing missing was the General Lee. Don’t forget some bruises and bumps incurred when getting arrested and fighting the cops and it’s off to court.</span></p>
<p><span style="font-size: 12pt;">The Maryland State Police report that on January 15th, 2018 at approximately 2:50 PM, a trooper from the North East Barrack attempted to stop a white Dodge Charger after the operator failed to yield the right of way and forced the trooper to make an evasive maneuver to avoid a collision on southbound North East Road at the Interstate 95 ramp. The Dodge failed to stop and continued on southbound North East Road at approximately 40 MPH. During the pursuit, the operator of the Dodge lost control coming out of the Sunoco parking lot on Pulaski Highway and struck an MSP marked cruiser operated by TFC Rann, who had his emergency equipment activated on northbound North East Road.</span></p>
<p><span style="font-size: 12pt;">A short time later, the pursuit ended on Hickory Lane in North East. The operator of the Dodge was identified as Kenneth Burnett Black, 47, of North East, who was taken into custody. Black was transported to Union Hospital for unrelated precautions and was charged by Trooper Stemeck with resisting arrest, disorderly conduct, a CDS violation, driving under the influence of alcohol/drugs and numerous other traffic violations. TFC Rann was also transported from the scene to Union Hospital with a minor injury and was later released.</span></p>

<h2>Was Black running from the troopers due to having expired tags or just from a general lack of brain cells?</h2>

<p><span style="font-size: 12pt;">On Jan. 3, 2018, Black, of 38 Sycamore Drive, North East, Md., was cited by North East Police Officer Yates for having expired Texas tags on his 2016 Dodge.</span></p>
<p><span style="font-size: 12pt;">A drug charge filed in 2016 was dropped by the Cecil County States Attorney on March 30, 2016.</span></p>
<p><span style="font-size: 12pt;">A protective order for domestic violence was filed against Black and made final on March 23, 2015, by a Cecil County District Court Judge.</span></p>
<p><span style="font-size: 12pt;">Four charges of assault, resisting arrest, and possession of drug paraphernalia were filed against Black by North East Police Officer Hickey on Dec. 8, 2014. The Cecil County States Attorney spared himself the trouble of preparing for trial and put all of the charges on the Stet Docket on Dec. 17, 2015. Black got this incredibly easy deal even though he failed to appear in court on Dec. 10, 2014, and a bench warrant was issued to have deputies round him up for court. Black was represented by a free attorney paid for by the taxpayers, John Heckart Buck of the Elkton Public Defender’s Office.</span></p>
