<p><span style="font-size: 12pt;">SUITLAND, MD. – Only in the silly world of Maryland’s Alice in Wonderland world of criminal justice, allowing a man sentenced to thirty years in prison could result in the dangerous felon being let loose upon the unsuspecting public in just a few short months. That was the deal cut by Prince George’s County’s Cupcake Prosecutor, Angela Alsobrooks for Devonte Proctor. Now Proctor is charged with murder in that county – a crime that might get him at least a year in jail – given the track record set by this prosecutor.</span></p>
<p><span style="font-size: 12pt;">Prince George’s County Police report that the agency’s Homicide Unit detectives charged a suspect with a homicide in Suitland that was one of the last murders of 2016 in the record-setting killing fields of the suburban Washington community.</span></p>
<p><span style="font-size: 12pt;">Police report that the alleged killer is 25-year-old Devonte Antonio Proctor of 3221 Walters Lane in District Heights, Md.</span></p>

<p><span style="font-size: 12pt;">Police say that on December 31, 2016, at about 5:25 am, the victim, 34-year-old Terria Denise Petty of 3507 Terrace Drive, Suitland, Md., was found in 3500</span> <span style="font-size: 12pt;">block of Silver Park Drive outside in the rear of a building. She was suffering from a gunshot wound and was pronounced dead at the scene.</span></p>

<p><span style="font-size: 12pt;">Proctor is charged with first and second-degree murder and a weapons charge. He has admitted his involvement in the murder. He&#8217;s being held at the Department of Corrections on a no-bond status.</span></p>

<p><span style="font-size: 12pt;">Proctor graduated to allegedly committing murder in PG County from committing mayhem in Ocean City on July 6, 2015, after presumably being &#8220;reformed&#8221; by the opportunity to be placed on probation instead of being stuck in the Maryland prison system where he belonged. But the reckless acts and deal-making of the Prince George&#8217;s County States Attorney left him free to stroll the boardwalk in Ocean City instead of being incarcerated in the big house in Hagerstown. </span></p>
<p><span style="font-size: 12pt;">Arrested by Ocean City Police Officer Bushnell on July 6, 2015, on charges of disturbing the peace, trespassing, and hindering, Proctor, with the assistance of a taxpayer-provided public defender from Snow Hill, Md., entered into a plea deal with Worcester County States Attorney Beau Oglesby.</span></p>

<p><span style="font-size: 12pt;">Proctor pleaded guilty to the trespassing charge, and the other charges were dropped. The deal was struck on April 1, 2016, and sentenced Proctor to jail for 90 days. <p><span style="font-size: 12pt;">On Feb. 12, 2016, court records show that Proctor was hauled back into Prince Georges County Circuit Court to answer charges of violation of probation before Circuit Court Judge Lamasney. The hearing was continued several times and on June 3, 2016, Proctor admitted violating his probation. The outcome? Proctor was allowed by the Judge to continue his probation for more mental health and drug abuse treatment which may result in less acting out in Ocean City or even fewer instances of robbery while armed and carjacking his victims.</span></p>

<p><span style="font-size: 12pt;">Where Proctor went for his mental health and drug abuse obviously left a lot to be desired for the safety and welfare of the people of Maryland as he allegedly eliminated one member of the general public. </span></p>
<p><span style="font-size: 12pt;">Terria Denise Petty, the murder victim, was convicted of a drug charge in Prince Georges County District Court and on Aug. 1, 2016, the case was appealed to the Circuit Court with a trial set for Jan. 9, 2017, which was abated by the aforementioned murder. A bench warrant had been issued for Petty on Oct. 7, 2016, after the defendant failed to appear in court.</span></p>
<p><span style="font-size: 12pt;">Petty had been convicted of numerous charges of violation of a protective order and was the defendant in several domestic violence cases in Prince George’s County, Md.</span></p>
<p><span style="font-size: 12pt;">Petty’s funeral services were set for January 11, 2016.</span></p>
