Body shop owner Shawn Titus kept child porn he produced for two decades; he was sentenced to four years in prison.
Now out of prison but not on Sex Offender Registry.
Titus lives in Ocean Pines yet eludes the requirement to register as a sex offender.

ANNAPOLIS, MD – Anne Arundel County State’s Attorney Wes Adams announced on Sept. 21, 2016, that Annapolis businessman, owner of Jeff’s Body Shop, Shawn Titus, 44, was sentenced to 4 years of active incarceration for a second-degree sex offense and producing child pornography.
Titus was also sentenced to 5 years supervised probation and other special conditions, including no contact with the victim, no unsupervised contact with a minor, no contact with a minor for a sexual purpose, no possession of child pornography, no use of any Internet site that displays or distributes child pornography, and to successfully complete a psychosexual evaluation and treatment.
“This crime violates children in a deeply disturbing way. I want to thank Judge Wachs for sending a message to the community that we will not tolerate sexual offenses or child pornography,” said Anne Arundel County State’s Attorney Wes Adams. “I also want to encourage anyone who has been a victim of sexual assault to feel comfortable to come forward and talk with our trained prosecutors who will work tirelessly to seek justice for your case.”
Maryland State Police charged that Titus secretly videotaped himself committing sexual offenses on a young boy from ages 11 to 13 from 1990-1993. Titus maintained the pornography tapes over the course of 25 years and through two moves across Anne Arundel County and the Eastern Shore. In 2015, these tapes were found and turned over to Maryland State Police.
“The identification and arrest of those who exploit and abuse children continue to be a priority for our troopers,” Maryland State Police Superintendent Colonel William Pallozzi said. “The support of members of the Anne Arundel County State’s Attorney’s Office during this investigation and prosecution is appreciated.”

Judge J. Michael Wachs sentenced Titus to 20 years, suspend all but 4 years for a second-degree sex offense, and 4 years, to run concurrently for producing child pornography. If Titus violates his probation, he could face serving the remaining 16 years of his sentence.
Assistant State’s Attorney Reva Chopra prosecuted the case.
Kevin Hamilton Manning Sentenced 6 Years for Burglary of Two Homes, Sex Offense of 7-Year-Old Girl
ANNAPOLIS, MD – Anne Arundel County State’s Attorney Wes Adams announced Aug. 24, 2016, that Kevin Hamilton Manning, 25, of Tilghman Island, Md., pled guilty to First Degree Burglary and Fourth Degree Sex Offense and was sentenced to 6 years of active incarceration, with 5 years of supervised probation. Manning must also register as a Tier I sex offender.
“This defendant thought he could get away with burglarizing two homes, and in the process sexually abuse a young child as she slept,” said Anne Arundel County State’s Attorney Wes Adams. “This man needs to be behind bars.”
In the early morning hours of February 5, 2016, the Glen Burnie mother of a 7-year-old girl advised police that she was awoken by her daughter who stated that a man had opened her bedroom window and touched her sexually while she slept in her bed. Later that morning, another homeowner told officers that her home was burglarized.
Manning was caught on video running along the same path of the second home. He confessed to burglarizing both homes and to touching the young girl.
For both burglaries, Manning was sentenced to 20 years, 5 of those years in active incarceration, with a referral to the Patuxent Youthful Offenders Program and the Eligible Persons Program. For the sex offense, Manning will serve a consecutive 1 year. Additionally, the following conditions must be met: mental health evaluation and treatment, sex offender evaluation and treatment, alcohol/drug evaluation and treatment, abstinence from alcohol and drugs, random urinalysis, no contact with either victim (or the Mother of the 7-year-old girl), and to register as a Tier I sex offender.
