<p>FREDERICK, MD. Police report that on 05-01-14, Officers of the Frederick Police Department Drug Enforcement Unit obtained information that two persons, later identified as <em><strong>Rhiana Packett</strong> </em>and <em><strong>Arnold Dussol</strong></em>, were traveling to Baltimore to purchase heroin for distribution in Frederick and surrounding areas.<br />
A detailed description of the vehicle was obtained and officers observed the vehicle traveling west bound on I-70. A traffic stop was made, and a positive K-9 sniff for the presence of narcotics was received.<br />
Packett and Dussol were placed under arrest after a search of the vehicle revealed a <strong>quantity of heroin</strong> in the vehicle, along with needles and other paraphernalia. Packett and Dussol were transported to Frederick County Central Booking where they are awaiting an appearance before the District Court Commissioner.<br />
Charges are as follows:<br />
The driver, Rhiana Alene Packett 10/25/83 of the 1000 blk of Noland Dr Hagerstown, MD was charged with <strong>possession of heroin</strong>, and paraphernalia.<br />
The passenger, Arnold Kevin Dussol 07/20/87 of the 15000 blk Edgewood Rd Dumphries, VA was charged with <strong>possession of heroin</strong> and paraphernalia.</p>
