There is no new state constitution or capital or flag yet for the proposed Western Maryland state. All Scott Strzelczyk, of New Windsor, has is a list of counties, including Carroll, that he wants to separate from Maryland to form their own state.</p>
<p>Strzelczyk is the driving force behind “Western Maryland: A New State Initiative,” which would create a new state from Garrett, Allegany, Washington, Frederick and Carroll counties. In an email interview with the Carroll County Times, Strzelczyk wrote that he believes that the state’s five western counties desire an “amicable divorce” from the State of Maryland.<br />
There is no one issue, Strzelczyk wrote, that is driving the initiative.</p>
<p>“The State of Maryland has perverted the ends of government and our public liberty is endangered, therefore we, the people of the five western counties, have the right to establish a new government that represents us,” wrote Strzelczyk, a member of the Carroll County Ethics Commission. “That new government would be the State of Western Maryland.”</p>
<p>The majority of registered voters in Democrat-controlled Maryland’s five most western counties are Republican.</p>
<p>Creating a new state from an established state is legal, per Article IV Section 3 of the U.S. Constitution, but it requires certain processes be followed.</p>
<p>The Constitution states that, “New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.”</p>
