MURDER USA: Alexandria Police Make Second Arrest in Belle Pre Way Homicide of Leon Williams

ALEXANDRIA, VA. – Alexandria Police reports the second arrest a murder that took place a year and a week ago. Police have charged James Bolar with the homicide of Leon Williams, who died from injuries sustained during a shooting that occurred on Belle Pre Way on October 7, 2015. One bullet from the wild spray of gunfire that hit and killed Williams also hit the vehicle of a passing motorist. This is the second murder in Alexandria in 2016 and police said that the killing was targeted, not at random.

James Bolar, 33, of Lorton, was arrested for Murder and Use of a Firearm Commission of a Felony on October 13, 2016. He is being held without bond at the William G. Truesdale Detention Center in Alexandria.

“I am really proud of our officers and detectives. We have been working with the community for the past year and a half to identify those responsible for this criminal act”, said Acting Chief of Police David Huchler. “While we have already made one arrest, in this case, this second arrest exemplifies our relentless pursuit of justice.”

The Alexandria Police Department would also like to thank the United States Marshall Service for their assistance in the investigation.

Leon Williams was the manager of a Jiffy Lube after serving only ten years in prison on a murder charge. His bullet ridden body was found in an alley next to a public housing project.

In an interview with WJLA in 2015, one person said:

“I don’t know what sparked this whole thing to happen, but I hope there’s a message in it,” says Penny Frazier.

Witnesses say there were bullets flying everywhere.

Several rounds slammed into Anthony Giuliano’s car.

“I heard just pow pow pow,” Giuliano remembers. ” As we were coming down the street I said honey those are gunshots, you know.”

Family members say Williams had rebuilt his life.
