SNOW HILL, MD.  A balcony promenade of daily sexual showoffs by a leading candidate for Circuit Court Judge in Cecil County, Md., during the Maryland States Attorney Convention in Ocean City, resulted in the would-be Judge being passed over and now for the miscreant to be sent to jail for ninety days. The jail term was suspended in Worcester County Circuit Court on Valentine’s Day, Feb. 14, 2017. The defendant, Cecil County States Attorney Edward Dorsey Ellis Rollins III will serve out his suspended sentence, a misdemeanor charge of indecent exposure and one of disorderly conduct, on supervised probation – along with a court mandated program to treat him for being off his rocker.

This incident was not one of high school kids gone wild in a beach blast, but the annual convention of the state’s chief law enforcement officials for each county of Maryland.

Cecil County State’s Attorney Edward Dorsey Ellis Rollins III was found guilty of indecent exposure and disorderly conduct on Dec. 9, 2016, after he was accused of engaging in several lewd acts in public in Ocean City during a Maryland prosecutor’s convention held in June of 2016.

The verdict issued by Worcester County Circuit Judge Brian Shockley was for a $1,000 fine and a 90-day jail sentence with the sentence suspended and an order for 100 hours of community service along with mental health treatment.

Worcester County State’s Attorney Beau Oglesby had requested a two-year sentence with 18 months suspended, which would have meant Rollins would have spent six months in the Worcester jail.

four witnesses including the occupants of the adjoining hotel told of multiple times Rollins had pranced and danced his private parts in various sex acts worthy of a display in a Hollywood party of porn stars instead of a convention of prosecutors in a family oriented beach town.

Rollins resigned rather than try to keep his post and substantiate his claims after he was initially charged that he would clear his name due to only one side of the story being told. In the trial in December, four witnesses including the occupants of the adjoining hotel told of multiple times Rollins had pranced and danced his private parts in various sex acts worthy of a display in a Hollywood party of porn stars instead of a convention of prosecutors in a family oriented beach town.

Maryland law states the following on the issue of whether Rollins would have been removed from his post as Cecil County States Attorney:

Any elected official of the State, or of a county or of a municipal corporation who during the elected official’s term of office is found guilty of any crime which is a felony, or which is a misdemeanor related to the elected official’s public duties and responsibilities and involves moral turpitude for which the penalty may be incarceration in any penal institution, shall be suspended by operation of law without pay or benefits from the elective office. During and for the period of suspension of the elected official, the appropriate governing body and/or official authorized by law to fill any vacancy in the elective office shall appoint a person to temporarily fill the elective office, provided that if the elective office is one for which automatic succession is provided by law, then in such event the person entitled to succeed to the office shall temporarily fill the elective office. If the finding of guilt becomes a final conviction, after judicial review or otherwise, such elected official shall be removed from the elective office by operation of Law, and the office shall be deemed vacant. If the finding of guilt of the elected official is reversed or overturned, the elected official shall be reinstated by operation of Law to the elective office for the remainder, if any, of the elective term of office during which the elected official was so suspended or removed, and all pay and benefits shall be restored. Any elected official of the State, or of a county or of a municipal corporation who during the elected official’s term of office enters a guilty plea or a plea of nolo contendere to any crime which is a felony, or which is a misdemeanor related to the elected official’s public duties and responsibilities and involves moral turpitude for which the penalty may be incarceration in any penal institution, shall be removed from the elective office by operation of Law and the office shall be deemed vacant.

SNOW HILL— On June 27, 2016, The State’s Attorney for Worcester County, Beau Oglesby announced that charges had been filed in the Circuit Court for Worcester County against Cecil County State’s Attorney, Edward Rollins for indecent exposure and disorderly conduct.

Since the charges are now pending, Oglesby could make only limited comments, but stated,after consultation with the Ocean City Police Department, two counts of indecent exposure and two counts of disorderly conduct have been filed. After carefully considering which course of action would be the most appropriate given the need to handle this matter with transparency balanced against the desire to shield the identities of the victims, filing a criminal information achieved both of those goals.”

A summons will be issued for Mr. Rollins to appear in the Circuit Court within thirty days for an initial appearance.

Indecent exposure is a misdemeanor with a possibility of three years of incarceration and or a $1000 fine. Disorderly Conduct is also a misdemeanor with a possibility of sixty days of incarceration and or a $500 fine.

Due to this being an active case, no further statements will be released regarding this matter until the trial is complete.

OCEAN CITY, MD. — What one Republican States Attorney from the Eastern Shore of Maryland couldn’t keep in his knickers may have caused another prosecutor to become stuck with the same tarbaby of scandal mixed with the sun and surf as once again Maryland voters and taxpayers are reminded that their politicians often are simply overgrown boys more interested in protecting their legal club than working for their paychecks.

Ocean City Police responded to a complaint by two Pennsylvania women who were repulsed at an old fat white guy being administered oral sex by a woman and winging his wanger on a hotel balcony adjacent to them, according to a Salisbury-based news website, the SBY.

The Cecil Daily Whig included this update to their previous story published on June 26, 2016:

Lindsay Richard, spokeswoman for the Ocean City Police Department, said police were called to the beachfront Clarion Hotel at approximately 4 p.m. Wednesday for a report of a “nude male on a balcony.”

Officers located the room in question and took Rollins, 60, into custody on suspicion of indecent exposure and disorderly conduct, Richard said.

However, police consulted with Worcester County State’s Attorney Beau Oglesby, who “advised to release Rollins without charges pending further investigation,” Richards said, declining to release any other information.

On Sunday, Rollins’ wife, Holly Rollins, issued a statement to the Cecil Whig on behalf of her husband, who declined to comment because he is the subject of the investigation.

Holly Rollins did so to address “inaccuracies” in media accounts, she said. The statement indicates that someone at an adjacent hotel spied upon them through the window of their guest room at the Clarion Resort Fontainebleau Hotel at 10100 Coastal Highway during a 24-hour period, from Tuesday through Wednesday.

“While my husband and I were vacationing in Ocean City last week, a stranger watched and photographed us through the window of our 10th-floor hotel room. The person who took these actions was in a separate hotel some distance from ours. During the next 24 hours, while completely within the confines of our room, our intimate movements and activities were documented and shared publicly,” Holly Rollins’ statement reads.

The statement concludes, “At this time we are fully cooperating with law enforcement officials.”

“While my husband and I were vacationing in Ocean City last week, a stranger watched and photographed us through the window of our 10th-floor hotel room. The person who took these actions was in a separate hotel some distance from ours. During the next 24 hours, while completely within the confines of our room, our intimate movements and activities were documented and shared publicly,” Holly Rollins’ statement reads.

For Republican Gov. Larry Hogan, who has revealed he has great disdain for GOP presidential race winner Donald Trump, to go ahead with a planned interview with Rollins next week in Annapolis may include a written promise from the hopeful to wear clothes to the interview and not bring along his happy endings hooker helper.

Ironically, the date of the interview between Hogan and Rollins will take place on the Fortieth anniversary of the death of the late Judge Rollins, who’s spirit may be accompanying his son on this important trip to the Governor’s Office in the old State House.

A Judge Rollins could rule in cases of dogs fighting, in cases of those sponsoring dog fights and in cases of those being prosecuted for soliciting prostitutes, should it be revealed that Rollins had employed the use of a prostitute for his balcony fellatio-fest.

In any event, a Judge Rollins may refuse to recuse himself from hearing cases of “dogging” or hiring hookers and instead believe he is well-qualified, as much as Bill Clinton, to lead Judicial standards to a new high in Cecil County.

As of June 26, 2016, the only Edward Rollins listed in court records for Worcester County is for States Attorney Rollins’ son by the same name, who was arrested in 1998 for possession of alcohol by a minor, also in Ocean City, where the Rollins clan seems to like to hang out.

Why would Worcester County States Attorney Beau Oglesby fail to file charges for his fellow prosecutor?  One could figure Oglesby could be asking for a Special Prosecutor. That would be a lot better than trying to cover up for his naked and dogging alleged pervert pal. To have sex with any consenting female behind the curtains would be legal, perhaps causing a matrimonial event, but legal. Ed’s Daddy served as the appointed Maryland Attorney General for two years from 1952 to 1954 before losing the election in 1954. Gov. Theodore McKeldin (R.) then appointed the late Rollins in 1957 to the same circuit court seat that Rollins III is up for appointment in 2016.

Maybe Gov. Hogan will be calling Bill Clinton for some advice on what to do.

In the meantime, ole Ellis Rollins is even being dogged on his States Attorney Facebook page where prominently displays photos of himself with a baby and an unidentified woman, likely his wife.

“Two women from Pennsylvania, (along with many other witnesses) witnessed Rollins and a female giving him oral sex and or masturbating at the beach front hotel.

Other guests from the hotel could easily view what was going on as well as people on the beach. Some even took pictures, (above).

This didn’t happen just once. Witnesses have stated it happened Wednesday evening around 5 PM as well as two additional times on Thursday.

Ocean City Police had nothing to go by as they hadn’t seen anything until one woman allegedly said, just stand there and watch this. I’ll start stroking my hair and he’ll go right at it. Low and behold she started stroking her hair and away Rollins went as Police witnessed it themselves. Rollins was arrested immediately.”
