GLEN BURNIE, MD. — Anne Arundel County Police report that officers took a large quantity of heroin and pills off three alleged multi-level marketers. One of them had been indicted for drug distribution twice before and got a sweet deal each time from the Anne Arundel County States Attorney. His compatriots also received easy deals each time they have been charged with crimes in the past.

Police say that on January 6, 2016, Western Tactical Patrol Unit Detectives initiated a traffic stop on a vehicle in the area of Quarterfield Road near Route 97. The traffic stop investigation led to the recovery of 45 bags of heroin (15.49 grams) and 71 strips of 8mg Suboxone.

Along with the CDS, $560 in U.S. Currency was also seized. The suspects were charged with possession with intent to distribute heroin, possession of heroin, possession with intent to distribute Suboxone, possession of Suboxone.

Police say that the estimated street value of the CDS is:

Heroin $1858.80

Steven Gore, 30, 7199 Ohio Avenue Hanover, Md.

Marcus Gray Jr., 25, of 4109 Apple Leaf Court, Pasadena, Md.

Joshua Glatz, 27, of 758 Hyde Park, Glen Burnie, Md.

The Anne Arundel County Heroin Task Force has created a Heroin Enforcement Tip Line to assist overdose victims and family members in providing information regarding heroin distribution. Although Task Force Detectives are available to speak with citizens, heroin distribution information can be provided anonymously via text message, telephone, or email. Gore posted a bond of $10,000 and was released from jail on Jan. 7, 2016.

Gore is not a stranger to the police or the tough-talking Anne Arundel County States Attorney Wes Adams. Adams prepared and presented a convincing case against Gore to the Anne Arundel County Grand Jury and got an indictment against Gore for distribution of drugs on May 1, 2015. In a plea deal with the alleged drug dealer, States Attorney Adams put the three counts of drug dealing on the Stet Docket on Sept. 3, 2015. The plea deal calls for Gore to obey all laws for one year or the charges can be activated. In the plea deal, Gore got no time and no time. Gore was represented by attorney John Henry Robinson III of Glen Burnie.

The Anne Arundel County States Attorney obtained a Grand Jury indictment against Gore on Oct. 13, 2006, for drug distribution. On Dec. 15, 2006, the States Attorney agreed to a deal of Probation Before Judgment in return for a guilty plea and spared the prosecution the time, trouble and cost of presenting evidence in a trial. The deal: twelve months in jail, with all twelve months suspended. No fine, no time.

On Nov. 28, 2003, Gore was charged with multiple counts of drug possession, property destruction, possession of burglary tools and rogue and vagabond by Anne Arundel County Police.  In District Court of Anne Arundel County on Feb. 2, 2004, the Anne Arundel County States Attorney gave Gore a deal on the 13 criminal counts in return for a guilty plea to theft and dropped all the other charges with the exception of drug possession that was given a Stet Docket designation. On the guilty plea to theft, he was allowed Probation Before Judgment. No fine and no time.

Gray has yet to be able to post his $10,000 bond and remains in the jail.

Gray was charged with drug possession on Aug. 23, 2014, in Anne Arundel County and he finally went to trial on Aug. 11, 2015, but failed to appear, for the second time. He is now being referred to drug court as if somehow all the other criminal cases have nothing to do with drugs.

Both Gore and Gray were charged with six counts of arson by the Anne Arundel Fire Marshal for an offense on July 6, 2013. In a plea deal on Aug. 13, 2013, the Anne Arundel County States Attorney dropped the charges against both men. Such an unusual outcome that takes place so swiftly in the Alice in Wonderland Judiciary in Maryland generally indicates that the pair of defendants may have rolled over on other drug dealers.

On Aug. 29, 2013, Gray was given Probation Before Judgment by the Anne Arundel County States Attorney on a theft charge with no time and no fine.

On Sept. 2, 2011, Gray was charged with robbery, theft and assault in Baltimore City District Court.  On Nov. 29, 2011, all charges were dropped by the Baltimore City States Attorney with no fine and before the court date, Gray served two days in jail. Gray was represented by attorney Mathew B. Frling.

A theft charge against Gray in Anne Arundel District Court resulted in the charge being dropped on Sept. 20, 2013, by the Anne Arundel County States Attorney.

Glatz is being held in jail on a $10,000 bond.

On six charges of theft and drug possession from offenses that took place between Jan. 23, 2015, and Feb. 6, 2015, Glatz made a plea deal on Aug. 25, 2015, with Anne Arundel States Attorney Adams in which he entered a guilty plea to theft and was given Probation Before Judgment with the probation unsupervised and all the other charges were dropped. No fine and no time.

A drug charge by Anne Arundel Police Officer Giambra in District Court for Anne Arundel on June 5, 2012, resulted in the charge being dropped by the Anne Arundel County States Attorney on April 18, 2014.
