PRINCE FREDERICK, MD. — As the appetite for drugs that can be snorted, smoked, eaten, ingested, injected and huffed continues to soar among the middle-class white folks of America, the parade of druggies through the court system continues. Some take brief stops in rehab centers when their families rush to put second mortgages on their homes in the hope that the “treatment” may save their loved ones from their chosen paths of destruction, despair and sooner or later, early death.

While Maryland’s liberal Judges allow DUI drivers and those charged with drug offenses to escape any significant punishment; the cases below demonstrate, along with many other criminal charges profiled in the past two years, that it is the prosecutors of Maryland’s counties that cut deals that often result in no jail time and no fines and when sentences are agreed to, they are suspended, often in full.

The result is that a constant parade of drunk and drugged drivers are not put in prison and allowed to present a constant danger to the public as they flaunt all laws regarding requirements for obtaining driver permits, vehicle registration and insurance.

The following list of arrests reported by Calvert County Sheriff Mike Evans is simply a snippet of life in the drug-infested world of Redneck America:

On December 6, 2015, Deputy C. Ward conducted a check welfare on the occupant in a vehicle parked on Town Center Boulevard, in Dunkirk.  He determined the driver, Valerie Miller, 36, of 26 B Street, Lothian, MD, to be under the influence from ‘huffing’.  She was arrested for CDS-Inhale harmful substance and two (2) counts of paraphernalia possession (metal spoon and glass smoking device).

  • Miller was charged with DUI on Jan. 17, 2015 while northbound on Rt. 4 at Skinners Turn Road by Deputy Ward. In a plea deal with the Calvert County States Attorney, she entered a guilty plea and was sent to jail for sixty days with 51 days suspended and fined $100.
  • On Sept. 14, 2013, Calvert Dep. M. Naecker charged Miller with DUI while she was operating a 1999 Saturn on Southern Md. Blvd. In a plea deal on Nov. 4, 2013, with the Calvert County States Attorney, Miller was given Probation before Judgement and sent to jail for thirty days with all thirty days suspended. She was fined $192.50. A taxpayer-provided attorney represented her in District Court. The court record shows that the case was reopened on Feb. 6, 2015 when she violated the terms of her probation.
  • Miller was arrested on May 20, 2011, for driving on a suspended driver’s permit by a Calvert Deputy Sheriff. In a plea deal with the Calvert County States Attorney, the charge was put on the Stet Docket with no fine and no time.

Heroin – the wonder drug

PRINCE FREDERICK, MD. — Calvert Sheriff Mike Evans reports that on December 5, 2015, Calvert Deputy R. Evans responded to a call for a disorderly subject on Lottie Fowler Road, in Prince Frederick.  He charged and arrested Randi Spadaro, 30, of 165 Boones Drive, Lothian, Md., with possession of heroin, paraphernalia, disorderly conduct, concealed deadly weapon and providing a false name upon arrest.  She was transported to the Detention Center.

  • On June 17, 2008, Spadaro was charged with DUI and various traffic charges including driving on false permit in Anne Arundel County by Officer Gatens. In a plea deal with the Anne Arundel County States Attorney, the charge was placed on the Stet Docket on Nov. 19, 2008, with no time and no fine.
  • A theft charge on April 29, 2008, in Prince Georges County District Court resulted in a plea deal with the Prince Georges County States Attorney placing the charge on the Stet Docket on Aug. 1, 2008, with no fine and no time.
  • On Sept. 4, 2008, Spadaro was charged with four counts of forgery and theft. On April 7, 2009, the Anne Arundel County States Attorney placed all four criminal charges, one of which was a felony, on the Stet Docket with no fine and no time.
  • On April 7, 2007, at 4:30 am, Spadaro was arrested by Calvert County Sheriff’s Deputy G. Shrawder for DUI while operating a Ford on Rt. 260 at Thomas Ave., in Owings, Md. The Calvert County States Attorney dropped the charge on Aug. 13, 2007.
  • On June 19, 2006, Spadaro was charged by Calvert Deputy E. Carter with DUI while driving a 1998 Dodge northbound on Rt. 4 at Trasker’s at 12:40 am. In Calvert County District Court on Nov. 13, 2006, the Calvert County States Attorney dropped the charge. A taxpayer-provided attorney, Latrice Flucas, represented Spadaro in this case.

Real Drugs and Fake Money for Ryan Cox and his Honey

LUSBY, MD. — Calvert Sheriff Mike Evans reports that on December 6, 2015, while responding to a motorist in need on HG Truman Road, in Lusby, Deputy R. Evans discovered the driver and passenger to be in possession of illegal substances.  Ryan Cox, 31, and Meagan Ricker, 24, both of Lusby, were arrested for possession of Alprazolam/Xanax, Suboxone and forged currency.

  • Ricker, of 560 Maryland Ave., in Lusby, was charged with drug violations on Feb. 23, 2015, and in a plea deal with the Calvert States Attorney, the charge was put on the Stet Docket with no fine and no time.
  • On July 23, 2014, a charge of theft was placed against Ricker. On Jan. 12, 2015, the Calvert County States Attorney put the charges on the Stet Docket with no fine and no time.
  • On May 26, 2014, Ricker was charged by a Maryland Trooper with five counts of not having a permit or registration and for failing to have a rear stop lamp on a vehicle. In a plea deal on Aug. 27, 2014, with St. Mary’s States Attorney Richard Fritz, the charges put on the Stet Docket with no fine and no time.

On Dec. 22, 2010, a warrant was issued for Ricker’s arrest for theft of a credit card. On Feb. 23, 2011, the Calvert States attorney agreed to a plea deal with Ricker which called for thirty days in jail with all thirty days suspended and Probation before Judgement with probation to be unsupervised. Ricker was represented by taxpayer-provided public defender Mary Katherine Fowler.
Cox, of 560 Maryland Ave., posted bond and was released from jail. He faces a hearing in Calvert District Court on Feb. 22, 2016, which is Washington’s Birthday and time will tell if he will tell the Judge a lie.

  • On Jan. 4, 2013, Cox was arrested for driving with a suspended registration by Maryland State Trooper C. Esnes. In Calvert District Court he has entered a guilty plea and was fined $150.
    On Jan. 8, 2013 in Prince Georges County District Court, Cox entered a guilty plea to driving with a suspended registration and fined $150. In both cases, he was not given jail time.
  • On Nov. 16, 2012, Cox was charged with failing to display a proper vehicle tag while northbound on Rt. 4 by Maryland State Trooper L. Hewitt. On Jan. 2, 2014, court records show that Cox entered a guilty plea and was fined $140 with no jail time. Cox had also been issued a ticket for driving without a valid medical examiners certificate and on Jan. 27, 2014 he entered a guilty plea and was fined $90 with no jail time.
  • On Oct. 18, 2012, Cox was issued a ticket by a Prince Georges County Police Officer for driving a vehicle with a suspended registration on Rt. 4 at Old Marlboro Pike. In District Court on Jan. 8, 2013, Cox was fined $150. Additional fines were levied for running a red light and failing to produce a drivers permit to the officer.
  • On April 12, 2012, Maryland Trooper C. Esnes charged Cox with knowingly driving an uninsured vehicle on Cove Point Road in Calvert County. The Calvert County States Attorney dropped the charge on Sept. 7, 2012.
  • On Dec. 10, 2009, Cox was charged with driving a motor vehicle without a permit by a Maryland Trooper on Rt. 4 Prince Frederick. On June 4, 2010, the charge was dropped by the Calvert County States Attorney. On a second charge which was issued at the same time – for driving while suspended – he was fined $92.50. Cox was ordered to serve jail time of thirty days, all of which was suspended by the plea deal. Cox was represented by attorney Robert H. Harvey of Prince Frederick.
  • On Nov. 9, 2008, Cox was charged with five counts of drug charges. In a plea deal with the Calvert County States Attorney, all five charges were put on the Stet Docket with no time and no fine.
  • On Feb. 29, 2008, Cox was charged with driving on a suspended license by a Calvert Sheriff’s Deputy as he drove on Huntingtown Road. The Calvert County States Attorney put the charge on the Stet Docket on July 7, 2008, with on fine and no time.
  • On April 11, 2008, Anne Arundel County Police Officer Murray charged Cox with driving an uninsured vehicle and on July 2, 2008, in District Court, the Anne Arundel County States Attorney dropped the charge.
  • On Feb. 23, 2007, Cox was charged by Calvert Deputy M. Velasquez with failing to remain at the scene of an accident with damage or making any notification. In a plea deal with the Calvert County States Attorney, the charge was put on the Stet Docket on May 14, 2007, with no fine and no time.
  • On Feb. 28, 2006, Cox was charged by a Maryland Trooper with driving on a suspended permit. In a plea deal on Feb. 22, 2007, with the Calvert County States Attorney, Cox was given fifteen days in jail with eight days suspended.
  • On Jan. 29, 2006, Cox was charged with four counts of assault and fighting. In Charles County District Court on Sept. 13, 2006, he entered into a plea deal with the Charles County States Attorney and received a jail sentence of three years with eighteen months suspended. Court records show that he violated his probation on Oct. 8, 2008.

Armour charged with drug possession

DOWELL, MD. — According to Sheriff Mike Evans, on December 6, 2015, while Deputy G. Gott was conducting a traffic stop on HG Truman Road, in Dowell, he discovered the driver, John Armour, 31, of 22153 Ryan Way, Leonardtown, Md.., to be in possession of paraphernalia and suboxone.  He was arrested and transported to the Detention Center.

  • On Oct. 1, 2013, Armour, who was then residing near German Chapel Road in Prince Frederick, was charged on criminal information issued by the Calvert States Attorney with theft. On Jan. 23, 2014, the charge was put the Stet Docket with no fine and no time.
  • On Oct. 24, 2007, a St. Mary’s County Grand Jury indicted Armour with two counts of assault. In a plea deal with St. Mary’s States Attorney Richard Fritz on May 22, 2008, Armour was found guilty and sentenced to two years and six months in prison with all of the time ordered to be served. Armour had been arrested by Deputy Margaret A. Smolarsky. On May 28, 2008, six days after his sentenced was imposed, he was ordered to be put on probation. By Nov. 25, 2008, Armour had violated his probation.

According to Calvert Sheriff Mike Evans, on December 2, 2015, while Deputy A. Ostazeski was responding to a possible burglary in progress on HG Truman Road, he determined Jake Herron, 25, of Brooklyn, Michigan to be under the influence of alcohol.  He was charged with disorderly conduct and alcohol beverage/intoxication.

Police say that on December 5, 2015, Deputy C. Childress responded to a check welfare call on a subject located on N. Solomon’s Island Road, Prince Frederick.  He arrested Joseph Partonen, 52, of Lothian, MD with alcohol beverage/intoxicated endanger and transported him to the Detention Center for processing.

Police say that on December 4, 2015, Deputy A. Locke was dispatched to the Fox Run Liquor store on North Solomon’s Island Road, Prince Frederick, Md., for a shoplifting complaint.  An unknown person made off with a bottle of whiskey from the business.

On December 4, 2015, Deputy C. Ward was dispatched to Mt. Harmony Lane, Owings, for the report of a theft.  The victim reported multiple aluminum items were stolen from his yard within the last week, including two (2) flag poles.  Anyone with information is asked to contact the Sheriff’s Office.

On December 3, 2015, Deputy P. Mosely was dispatched to Sweetwater Road, Lusby, Md., for the report of theft of copper from a signal tower.  The theft occurred between December 1 – December 3.

On December 2, 2015, Deputy S. Moran was dispatched to Parran Road, St. Leonard, Md., for the report of a stolen package.  An unknown person removed a package pickup slip from the victim’s mailbox & retrieved the package from the Post Office.  This occurred sometime between November 16 – November 24.

On November 30, 2015, Deputy K. Williamson was dispatched to Sheckels Road, in Huntingtown, Md., for the report of a theft from an unlocked vehicle.  Sometime between 5:30 am and 6:00 am on November 30, the victim’s vehicle was entered and money was stolen from a wallet.
